Organizational Setting

The main aim of the FAO Operating Unit (REU) is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Food and Agriculture Organization (FAO) has been implementing development projects in Belarus for almost a decade. In 2017 FAO established with the Government of the Republic of Belarus the first Country Program Framework (CPF) for the period 2017-2020. In 2020 the UN Agencies in Belarus developed the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period of 2021-2025 with the commitment to working together in pursuance of the Sustainable Development Goals (SDG) and Agenda 2030. FAO actively participated in the process and committed to contribute to the implementation and achievements of Outcome 1 on “Green and inclusive economic development” , Outcome 2 on “Climate actions”, Outcome 4 “Digital ecosystem” and Outcome 5 “Gender equality”. In line with the priorities set out in the UNSDCF FAO aims to develop a new CPF for the period 2021-2025 and to develop project proposals for resource mobilization to contribute attaining the objectives set in the CPF and UNSDCF.

Taking into consideration the above, FAO is looking for a National programme and monitoring specialist to support the Lead Technical Officer (LTO) in the implementation of the project, who will support the development, monitoring and reporting of FAO programme in the Republic of Belarus.

Reporting Lines

This position is under the overall supervision of the Project`s Budget Holder (BH) and the direct supervision of the Lead Technical Officer – Programme Officer in FAO’s Regional Office for Europe and Central Asia (REU).

Technical Focus

The incumbent will support the Lead National Expert in the implementation of the Project, focusing on the provision of support in the development, monitoring and reporting of FAO programme in the Republic of Belarus.

Tasks and responsibilities

  • Support updating on national developments related to agriculture in Belarus;
  • Support the collection and review of information related to past and on-going programmes for agriculture;
  • Support undertaking assessments and surveys in the agriculture sector;
  • Support the identification and formulation of project proposals and project documents;
  • Support FAO contribution to the development and updating the UN Joint Programmes (CCA, UNSDCF, SERP, Joint Workplan, etc.);
  • Support the implementation of technical assistance projects in Belarus;
  • Support the monitoring and reporting of FAO activities / projects in Belarus to FAO reporting systems (PIRES, annual reports) including reporting to UN monitoring frameworks;
  • Support the preparation and running of meetings, workshops, missions and training sessions;
  • Keep records and minutes for the meetings organized and attended by FAO;
  • Support preparing briefings on FAO activities in Belarus;
  • Provide other related supports as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Candidate should be national or resident of the Republic of Belarus
  • University degree in agriculture, economics, rural development, or related discipline, or any area related to the work of the Organization;
  • Minimum of 5 years of relevant experience working in programme and project development , monitoring, studies and reports preparation in the areas of agriculture and rural development.;
  • Working knowledge (level C) of English and local language (Russian/Belorussian) is required.

  • Possession of a cooperative spirit, flexibility and openness to work in an international environment, including tact and courtesy and a strong capacity for establishing and maintain effective working relationships with people of different national and cultural backgrounds.

Selection Criteria

  • Proven experience data collection and research in agriculture and rural development areas;
  • Extent and relevance of experience in development of project and studies;
  • Experience in project monitoring and reporting;
  • Capacity to write documents and reports in a clear and concise manner;
