Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments for developing policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Programme and Finance Specialist will work under the overall supervision of the FAO Representative in the Republic of Tajikistan and Project Lead Technical Officer (LTO)/ Agricultural Engineer, NSP (HQ) in close collaboration with the FETAJ Office.

Technical Focus

Under the overall guidance of FAO Tajikistan, the National Program and Finance Specialist, in close collaboration with the FETAJ office and office administration, will support the oversight of the day-to-day program/financial activities of the FAO Tajikistan project portfolio and ensure that project financial activities comply with FAO and resource partner regulations and project agreements.

Tasks and responsibilities

• Review the status and provide corrective actions in the FPIMS system for FETAJ projects • Jointly with responsible project personnel, ensure timely and speedy response on projects requiring attentions • Keep up to date financial information of FAO Tajikistan projects in FPMIS • Assist project personnel in downloading and timely updating project related information • Ensure the compliance of programme operations with the project cycle through periodic review of project status, advise and supervision of compliance with the instructions, timely organization of PTFs • Provide advice and training on project cycle management to FETAJ staff on regular basis • Contribute to the development and monitoring of RB, and its revision • Liaise with regional office on programme and provide required inputs for country, regional and HQ reporting • Provide relevant training to FETAJ technical and admin staff on project cycle and FPMIS issues, follow up on FAO Tajikistan projects initiations and closures • Liaise with donors and international partners, sub regional and regional offices regarding project/programme issues, represent FAOR in task force and other meetings. • Assist implementation of audit recommendations.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced degree in Economics or related discipline from a recognized university; • At least 5 years of work experience in the field of Finance and Software (software engineering, software development) • Working knowledge of English or Russian. Good knowledge of local language will be an added advantage; • National of Tajikistan

Technical/Functional Skills

• Excellent computer skills including Windows, Microsoft Office, Internet • Excellent computer skills, including command of MS Word and Excel; • Excellent analytical and report writing skills (including technical reports). • Computer literacy with spread sheets, databases and electronic programmes is required; • Experience in a general administration with international organization will be an asset;
