WHO Country office / Afghanistan will be filling two National Health Coordinator in Kandahar and Jalalabad

OBJECTIVES OF THE PROGRAMME

The program objectives are to:- Ensure access to essential life-saving health care services to affected populations with focus on conflict affected and those of Internally Displaced Persons and returnees.- Address public health risks with focus on communicable diseases among the most vulnerable affected populations.- Ensure effective coordination among the health partners on health emergency preparedness and response.

DESCRIPTION OF DUTIES

The incumbent will lead all WHO program including the health emergency activities in the region and work along with the Ministry of Public Health (MoPH) and health partners at the regional level.Specific duties Provide technical and administrative support for the implementation and supervision of WHO supported emergency health activities in the region. Supervise and monitor the yearly-integrated plan of action in line with the national health for all strategies, during none/pre disaster, disaster and post disaster plan for reconstruction and rehabilitation of health system in Afghanistan with focus on health emergency preparedness and response. Plan and design partnerships across the Organization and beyond to ensure building capacity and promoting team work with health and non- health partners in the region, it can be WASH, Nutrition clusters, collaborating work for developing technical materials and actual implementation of training program for all categories of health workers in the region. Supervise the storage and the proper distribution of emergency medical supplies, equipment and ensure timely replenishment of regional stock of emergency. Coordinate and ensure active participation and representation of WHO in all emergency forum of coordination e.g. provincial public health coordination committee (PHCC), emergency preparedness and response committees, provincial disaster management committee meetings, ASMT, UNRET, HRT and Followed office MOSS compliance with close collaboration of local Security Assistant. Assess emergency situation by regular monitoring of disease surveillance and viable health information system in the region and initiate proper response. Provide support to National Disease Surveillance and Response/Disease Early Warning System plus surveillance system to ensure early detection and timely response to public health events and enhancement of Emergency Preparedness and Response system in the region. Supervise all transaction and financial report submissions aligned with WHO financial and administrative rules and regulationsLooks after sub-office operations including personnel management, administration and finances. Prepare quarterly report and submit to WR. Perform other related duties as deemed necessary or requested by the WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or health related fields. Desirable: Degree in public health as well as Knowledge and experience of the WHO and UN system.

Experience

Essential: Minimum of 5 years' field experience of emergency health service delivery and working with MOPH/NGO in EPHS/BPHS, out of which two years of project management experience at the national or international level. Desirable: Relevant experience in the UN system or an international organization

Skills

- Good knowledge of public health and emergency health service delivery strategies;- Managerial knowledge and skills including planning and implementation of health emergency activities under always difficult circumstances;- Ability to independently make decisions as required in response to emerging public health events.- Knowledge of UN system policy and procedures- Demonstrated ability to act independently and exercise sound judgment- Ability to work closely in harmony with government and international officials at regional/provincial level- Ability to work harmoniously as a leader as well as a member

REMUNERATION

Remuneration comprises an annual base salary starting at USD 53,759 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
