OBJECTIVES OF THE PROGRAMME

The main objective of the programme is to reduce tobacco use and harmful use of alcohol among the population in India and thereby reduce tobacco and alcohol related morbidity and mortality; to provide support for the development of tobacco and alcohol control policies, strategies and programmes through capacity building, awareness generation, training and advocacy to strengthen tobacco and alcohol control initiatives in the country both at national and sub national levels; to mobilize resources and provide technical support for their implementation.

Underlying values and core functions of WHO:

WHO's mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii) health related sustainable development goals; (iii) addressing the challenge of nonshy;communicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access to quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South -East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India's population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, India, Bhutan, Myanmar, Sri Lanka, Nepal, Indonesia, Maldives, Timor-Leste, Democratic People's Republic of Korea, Thailand), share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. The mission of WHO India is to improve quality of life of the 1.3 billionpeople in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

DESCRIPTION OF DUTIES

Under the overall guidance of the Deputy Head of WHO Country Office India and the direct supervision of Team Leader-Non Communicable Diseases, with a view to achieve the expected results set out in the relevant WCO-lndia biennial work plans in accordance with WHO's Countrv Cooperation Strategy with India (2019-2023), as part of the WCO-India team workingon NCOs and Co-morbidities, the incumbent will have the following responsibilities:

1. Serve as the Focal Point in WR's Office for the Government of India/WHO collaborative Tobacco Free Initiative (TFI), and alcohol control initiatives; advise and assist national authorities in developing strategies, new approaches, their implementation, review, monitoring and periodic evaluation.

2. Support the National Tobacco Control Cell established by the Ministry of Health & Family Welfare (MoH&FW), Government of India; provide technical support for developing work plans and effective implementation of the WHO Framework Convention on Tobacco Control, Bloomberg Global Initiative activities, national legislations and strategies relating to the tobacco control program in the country.

3. Promote public awareness on harmful use of alcohol and policy dialogue across key stakeholders towards the formulation of national and subnational alcohol control policy; facilitate harmonization of legislative and fiscal measures related to alcohol control across slates.

4. Liaise and collaborate with the state tobacco control focal points and NCO coordinators to support program implementation at sub national level.

5. Advise and assist in the development of professional and sub-professional training programmes at various levels for prevention and control of NCD risk factors with a focus on tobacco and alcohol; participate with national authorities in identifying training needs; provide support for the establishment of an effective surveillance system on tobacco and alcohol.

6. Provide technical support In national capacity building among various civil society groups and promote tobacco and alcohol control initiatives at all levels including grass root levels; organize national training activities/advocacy workshops; promote anti-tobacco public campaigns and expand the reach and network of tobacco cessation services in the country.

7. Technically review contractual proposals, make recommendations in consultation with concerned SEARO technical unit to the WR regarding WHO support to the TFI programme; as well as to alcohol control policies and strategies.

8. Coordinate and facilitate regular interaction with civil society, NGOs, bilateral/multilateral/development agencies, global initiatives such as BGI and other partners; assist in developing grant proposals, participate in inter-agency working group meetings/workshops; strengthen inter-agency collaboration and liaise with external supporting/donor partner agencies to scale voluntary contributions for the TFI and alcohol control interventions in the country; manage substantial amounts of voluntary contributions.

9. Develop and facilitate the dissemination, through various communication channels, IEC materials and information on health hazards of tobacco and alcohol/tobacco and alcohol control policies and research and undertake systematic and sustained action to reduce the impact of tobacco and harmful use of alcohol on health and socio-economic situation of the country.

10. Liaise with concerned technical units/departments of MoH&FW, WHO/SEARO and WHO/HQ and with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies relating to tobacco and alcohol control suitably adapted to Indian context.

11. Undertake any other tasks and responsibilities assigned by WR India. Achievement Activities include: Effective implementation of the WHO Framework Convention on Tobacco Control & BGI activities in the country; progress in formulation of a national alcohol control policy; as well as enhancement in the mobilization of voluntary contributions from donors and development partners.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in social sciences or related field. Desirable: Post-graduate degree/diploma in management and/or business administration; training in public health and/or public health administration; in-depth knowledge about diverse areas of tobacco control will be an asset.

Experience

Essential: At least 5 years of experience in the development and implementation of health programmes, specifically in the area of tobacco control, at national level working closely with government and international agencies. Desirable: Experience in or knowledge of tobacco control legislations, developing and conducting training programmes for policy makers and other senior level health personnel, development of IEC materials and promotion of educational activities; monitoring and evaluation techniques.

  • Thorough knowledge of policies, strategies and guidelines in the area of NCDs and their risk factors including the promotion of Tobacco Free Initiative (TFI), and public health strategies to prevent harmful use of alcohol, with good understanding of country's needs and priorities.
  • Good knowledge of ways to work with government institutions and related departments/agencies and experience of work in an international environment.
  • Sound technical and policy advisory skills based on evidence, with focus on resource mobilization and partnership skills.
  • Demonstrated ability to engage with civil society, private and public sector and forge productive working relationships.
  • Ability lo coordinate, plan and Implement projects, organize training activities, effectively monitor and analyse data and make oral and written presentations.
  • Very good ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors.
  • Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment. Modern management skills (planning and evaluation, etc.).
  • Capacity to convey information and options in a structured and credible way: ability to speak and write clearly. Proficiency in computer applications and ability to draft reports.

REMUNERATION

Remuneration comprises an annual base salary starting at INR 3,454,746 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
