OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases,chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

Through the lens of the European Program of Work 2020-2025 (EPW) and with the commitment to leave no one behind, the Joint Infectious Diseases unit will identify opportunities and innovations within and beyond health with the aim to direct health policies towards the most effective country tailored interventions and to accelerate progress towards the targets of Sustainable Development on eliminating TB, ending AIDS and malaria, and combating viral hepatitis.The unit will foster innovation through conducting operational research for the fast uptake of new technological advances, seeking new perspectives and identifying new approaches to unlock country specific bottlenecks to ensure that needs of the most vulnerable and hard to reach populations are met andthat provision of affordable quality health services for TB, HIV/STI and viral hepatitis do not incur in catastrophic expenditure. It will also seek synergies to better define the links and develop a response between climate change and expansion of Vector-Borne Diseases in the Region. To ensure patient-centered quality care, the unit will work across the Division of Country Health Programmes, Division of Health Policies and Systems and with relevant Geographically Disbursed Offices, WHO Collaborating Centres, regional platforms, partners, community-based and civil society organizations towards ensuring that elements of decentralization and simplification of prevention, diagnosis and treatment of TB, HIV/STI and hepatitis are part of and delivered through Primary Health Care and community platforms.

DESCRIPTION OF DUTIES

To assist the WHO Representative in Albania in coordinating the technical and operational support to the planning, implementation, monitoring and evaluation of efforts to prevent, control and end tuberculosis, HIV andviral Hepatitis in Albania, within the overall context of Universal Health Coverage WHO's country programme in Albania as defined in BiennialCollaborative Agreement (BCA).

Key duties: Assist in providing coordination and project management support towards the implementation of WHO JTH components of Albanian BCA. Contribute to WHO/EURO overall efforts and especially the country specific work on strengthening health systems in Albania; Contribute to proper incorporation of health systems function in the programme delivery; participate in providing technical assistance to the government of Albania in developing and implementation of national TB, HIV and Hepatitis related programmes and provide inputs into ongoing GFATM funded projects in the country; Assist with drafting technical reports and project proposals in line with the WHO's overall policies and objectives within the context of overall Regional fundraising strategy. Provide assistance to strengthen the capacities and skills of national Programmes, NGOs and other partners to develop, implement, monitor and evaluate programmes and projects and promote mechanisms to facilitate the exchange of information and experiences; Participate and provide inputs to UN Theme Groups on HIV/AIDS in their on-going programs and projects withinthe United Nations Development Assistance Framework; Support ongoing efforts to strengthen communicable diseases surveillance, monitoring and evaluation systems in line with existing regional surveillance networks and contribute to strengthening country capacity to generate and systematically use strategic information through national information systemsand routine programme monitoring in line with global norms and standards; As staff of the WHO CO in Albania, promote WHO policies, practices and integrated service delivery approaches in order for the country to achieve equitable access to quality prevention, diagnosis, care and treatment; Facilitate the updating of the national strategies, guidelines and tools in line with global and regional consolidated guidance in various settings, including prisons, and health emergency context; Perform other relevant duties, as assigned by the supervisors;

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in medicine, public health or similar area of studies, relevant to the position. Desirable: Advanced university degree (Master's level) in medicine or post-graduate degree in epidemiology or public health. Specialized training in one of the following areas: international health, sexually transmitted and /orcommunicable diseases management, epidemiology, health policy.

Experience

Essential: At least one year of relevant experience working with national health authorities and /or with national and international organizations, civil society groups in the field of TB, HIV/AIDS or viralHepatitis. Desirable: Demonstrated experience in project management and/or implementation of public health programmes in the field of HIV/AIDS, TB or Hepatitis. Relevant work experience with(in) WHO or the United Nations. Experience working with Government officials, agencies responsible for communicable diseases (particularly tuberculosis, HIV and viral hepatitis),civil society, community-based organizations and/or other networks at country level. Demonstrated experience providing health policy advice.

Skills

Demonstrated knowledge of the country context, its health system, publichealth epidemiology, disease prevention and control strategies.Demonstrated knowledge of implementation of communicable diseases interventions (particularly tuberculosis, HIV and viral hepatitis) and related advocacy efforts and products; Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at ALL 2,962,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
