OBJECTIVES OF THE PROGRAMME

WHO Country Office of Myanmar, asled by the WHO Representative, provides technical and financial assistance to,and collaborates with the Ministry of Health (MoH). WHO also provides technicalsupport to other major health partners. WHO's national and international staffprovide support for technical assistance, capacity building, advocacy, policydevelopment, standards and guidelines.The Security Officer willensure the security and safety of all WHO personnel including their eligibledependents and will enable a secured environment for WHO Programmesimplementation in the field across Myanmar.

DESCRIPTION OF DUTIES

Under the general supervision of the WHO Representative and direct supervision of Administrative Officer (AO), the incumbent performs following functions:

1. In close collaboration with the UN Department for Safety and Security, provide relevant advisories to the Head of WHO Office with regard to maintaining the safety and security of WHO personnel, premises and assets in compliance with UNSMS and WHO Security Management Policies and Principles.

2. Monitor and carry-out, as necessary, the implementation of the technical security measures as outlined in the Security Plan, MOSS, MORSS, Security Risk Compliance Assessments, SOPs and associated documents which ensure that the Country Office as well as the field offices have an acceptable level of required security-related compliance measures. Regularly coordinate with the WHO South East Asia Regional Office (Administrative Services Unit, ASU/DAF) concerning security compliance and WHO Headquarters security reporting matters.

3. Monitor the security situation across the county, and coordinate and undertake security risk assessment for the Country Office as well as overall sub offices and provide WHO Representative with independent analysis of emerging security threats to WHO personnel, operations, premises and assets. Facilitate the implementation of recommended mitigating measures.

4. Maintain updated security information, prepare periodical situation reports ensuring that WHO Representative/AO and the UNDSS are kept regularly informed of security situation.

5. In coordination with WHO Local Security focal points at field offices, prepare Contingency Plans and SOPs for central and field offices, and be instrumental in implementing the enhanced security measures; and ensure staff members and personnel are familiar and adhere with the related guidelines.

6. Conduct training/briefing on radio communication procedures, convoy procedures, security and evacuation procedures and other necessary security issues and precautions are undertaken.

7. Conduct regular security briefings to all staff and personnel at WCO and to those appointed to the field or on mission.

8. Provide systematic reporting on security incidents to WHO Representative and UNDSS.

9. Assist in conducting periodic security assessments of WHO premises and equipment; and provide advice on shortfalls in security preparedness with recommended improvements and solutions,as per the approved Security Risk Management Measures (SRMM).

10. Provide advice on selection and procurement of appropriate security equipment/infrastructure.

11. Ensure WHO's participation in the UN Security Working Group meetings. Establish and maintain regular contact with UNDSS and all relevant national authorities including national security agencies as appropriate.

12. Act as Alternate Agency Security Focal Point.

13. Perform any other relevant duties.

REQUIRED QUALIFICATIONS

Education

Essential: A university degree in one of the following fields :security management, international relations, business administration, political/social science, psychology, criminal justice, law or a related field from a recognized university. Desirable: Post-graduate degree in management or related field from an accredited/recognized institute , with focus on security management or equivalent in military or police academy degree or formalized qualifying training.

Experience

Essential: A minimum of two years of relevant experience in security management/operations, risk or disaster or emergency management in the public or private service areas. Desirable: Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.Work experience and/or familiarity with emergency is considered an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 26,662 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
