OBJECTIVES OF THE PROGRAMME

Working under WHO's Thirteenth General Programme of Work (GPW 13), Outcome 4.3 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results), the Department of Procurement and Supply Services (SUP) aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes.The Global Procurement and Logistics Unit (GPL), which is an integral part of SUP and is based at the WHO Global Service Centre (GSC) in Kuala Lumpur, provides a variety of administrative, operational and strategic services to WHO and partner entities related to the procurement and supply of goods and services, with a particular focus on Global Contracting and Procurement, Global Shipping, and Global Processing.

DESCRIPTION OF DUTIES

Procurement and logistics activities include a number of high volume and complex tasks, which nevertheless require close attention to detail. The incumbent will be responsible for the day-to-day operations related to procurement and or shipping activities and work in close collaboration with colleagues in GPL, GSC, Headquarters (HQ), Regional Offices (RO) and Country Offices (CO).

Within the delegated authority, the incumbent is assigned all or part of the following responsibilities. However, staff may be rotated and assigned to perform other duties within GPL as determined by the Unit Head, GPL which includes ad hoc assignments, reinforcing other teams or replacing other staff members as required. This may also entail acting as an Emergency Business Partner, in which case the incumbent will largely focus on either procurement or logistics emergency operations, in close collaboration with key stakeholders such as the Headquarters Operations Support & Logistics team (OSL) of the WHO Emergencies Programme (WHE) and the WHO Global Logistics Hub in Dubai.

General duties and responsibilities (for all teams):

- Deliver responsive services to customers and stakeholders in alignment with the GSC/GPL Service Catalogue.

- Respond to enquiries and provides support, advice and guidance to users and staff in WHO.

- Assist with identification of system issues or enhancements, and in testing fixes and solutions.

- Make proposals for improvements and harmonization where necessary.

- Provide support and training to staff in the Unit.

- Perform other related duties as assigned including ad hoc assignments, special projects.

Each team in GPL has team-specific duties over and above those described above.

Global Contracting and Procurement (GCP) Team:

- Prepare procurement forecasts.

- Conduct market research, analysis, and sourcing for global goods procurement.

- Process requests for Purchase Orders for goods under the WHO Global Catalogues.

- Process Requests for Price Estimates for complex procurement cases.

- Reimbursable Procurement i.e. procure goods or services on behalf of Member States.

- Request for Quotations (RFQ) and other solicitations; including evaluation, preparation of adjudication report, negotiations and submissions to the Contract and Review Committee (CRC).

- Handle Supplier management and contract management.

- Participate actively in procurement training to WHO staff.

- Liaise with technical units to help develop the technical specifications to identify suitable items for procurement.

- Liaise with Accounts Payable to ensure timely payment of invoices.

- Other duties as required, such as matters relating to excise duties and other taxes, and follow-up of shipping and logistic matters.

Global Shipping Team:

- Implement assigned shipping operations maintaining the highest standards of supply chain efficiency; rapidly deploying commodities to affected areas at the onset of an Emergency where required; drawing on the extended teams' geographical and port-pair expertise and leveraging economies of scale to obtain desired service levels.

- Prepare strategic and operations proposals to maintain and improve the efficiency, effectiveness and economic level of services provided by the unit.

- Inform the personnel of the unit of any standards, best practices or guidelines and ensures they are up to date on the latest versions of same.

- Regularly review procedures and performance statistics of the unit, and the individual staff within it, with an aim to continuously provide a higher level of service to clients of the unit.

- Analyze and report on all aspects of logistics performance information from the Global Management System, Business Intelligence and Forwarder's report.

- Negotiate with freight forwarders, brokers or agents on continual basis to ensure most economic options for WHO shipping worldwide.

- Monitor quality of shipping services provided by freight forwarders, brokers or agents.

- Ensure freight forwarders agents or brokers provide services that meet standards as agreed in contracts.

- Liaise with Procurement Officers and Assistants with regard to planning and costing of shipping.

REQUIRED QUALIFICATIONS

Education

Essential:

- First level University Degree from a recognized University with specialization in Procurement, Logistics/Supply Chain, Business Administration or related field. Desirable:

- A recognized professional qualification in Procurement such as CIPS.

- A recognized degree/diploma in the area of Pharmacy or Bio-medical engineering.

Experience

Essential:

- At least one year of relevant experience in procurement and/or logistics operations in a large international company or organization. Desirable:

- Experience in working in a Shared Service Centre.

- Some experience in leading a team.

Skills

Essential:

- Good knowledge of procurement concepts and applications in a larger Organizational context.

- Good knowledge of shipping matters and commercial transport logistics (sea, rail, road, air).

- Ability to work under pressure and to prioritize the workload.

- Ability to brief and train staff.

- Ability to use ERP system such as Oracle.

- Ability to multi-task while paying attention to details.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 99,888 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
