OBJECTIVES OF THE PROGRAMME

The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO Offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of the Centre is to serve as the global processing platform for the swift and reliable delivery of a comprehensive array of products and services covering all of these fields. The Global Procurement and Logistics unit (GPL) of the Global Service Centre provides order processing services to all WHO Offices worldwide in respect of procurement and logistics management of both goods and services.

Working under Outcome 4.3 of GPW 13 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results), the Department of Supply aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes.The Supply Department has a responsibility for developing supply policies and processes applicable worldwide for sourcing, contracting, purchasing , shipping goods globally and for supporting the procurement of services.

DESCRIPTION OF DUTIES

Reporting to the Team lead of the Global Processing Team (National Professional Officer, NOC) in SUP/GPL, the position manages one of the teams of procurement assistants, responsible for operation to process Goods and Services procurement requisitions from different WHO offices and partner organizations in compliance with WHO procurement rules and regulations. The incumbent takes numerous decisions daily affecting directly the running and performance of the team. He/she receives, distributes and manages the workload within the team and should ensure an equitable workload among the team members, including him/herself, in an independent manner but seeking guidance from supervisor as and when necessary. The incumbent liaises on common issues with the supervisor and other colleagues in the Supply Department, and Procurement focal points as well as requestors in Headquarters, regional offices or country offices and partner organizations. The incumbent is available to advise all staff on related issues and outside the Organization: contractors, suppliers, service providers, forwarding companies, customs officials, and counterparts in other International Organizations.

The incumbent manages and coordinates the activities of the Global Processing team and reports to the Team lead of the Global Processing Team (National Professional Officer, NOC). His/her duties include:

1. Managing a team by planning, coordinating and overseeing the execution of service provision covering the transactional aspects of procurement and logistics management.

- Regularly reviewing procedures and performance statistics of the team and the individual staff within it, with an aim to continuously providing a high level of services to clients.

- Analysing and reporting on all aspects of relevant performance information.

2. Optimizing staff performance through motivation, work load management, work flow improvement and the creation of a professional transaction processing environment in order to provide service-oriented, responsive and reliable delivery of services.

3. Preparing strategic and operation proposals to maintain and improve the efficiency, effectiveness and economic level of services provided by the team.

4. Ensuring the staff within the team receive the required relevant training to complete their functions. Informing the team of any standards, best practices or guidelines they should apply in carrying out their functions and ensure that the staff are up-to-date on the latest versions of the same.

5. Facilitating the implementation of policy changes and participating in the analysis and implementation of supporting tools.

6. Establishing and maintaining good relations with suppliers, shipping brokers or agents, as well as with staff in GSC, Headquarters, regional offices or country offices and partner organizations.

7. Performing other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential:

- First level university degree in procurement, business or public administration or similar field from an accredited/recognized institution. Desirable:

- An advanced university degree or professional qualification in procurement from an accredited/recognized institution.

- Certified training in procurement (CIPS or equivalent).

Experience

Essential:

- A minimum of two years' experience in procurement operations in a supervisory and/or project leading role within a large company, preferably at the international level. Desirable:

- Experience using Enterprise Resource Planning Oracle systems or similar packages.

- Previous experience in procurement or logistics areas in WHO or UN agency.

- Experience in a shared services centre.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 126,861 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
