OBJECTIVES OF THE PROGRAMME

The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by: 1) Promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; 2) Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; 3) Ensuring that critical gaps in the health response are rapidly identified and filled; 4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:- Work closely with the MOH and other relevant health facilities to monitor the storage, distribution and quantification of the use of medicines, medical supplies and other health technology products procured by WHO to respond to emergencies. - Support the Logistics Unit and WHO Yemen Office hubs to maintain an up to date inventory of medicines and other health technology related supplies distributed to end-user facilities .Review Certificates of Analysis fCoA) and other documents, for procured items to ensure compliance with required standards for importation- Assist in identification of gaps and analyse the rational use of the medicines and supplies requested by MOH and the use of these delivered to different levels of the medical supply distribution chain, including at the end user health facilities and regularly provide updated reports.- Support the process of local and international procurement of pharmaceuticals and other health technology products, including analysis of needs, identification of potential local suppliers and ensuring that WHO rules and regulations for emergency procurement are followed.- Work with relevant government institutions to facilitate the process of customs clearance and quality control of medicines and supplies procured by WHO handled by the Logistics team. - Monitor the use of WHO procured medicines and medical supplies and contribute to assessing the pharmaceutical needs and responding to identified needs in order to improve access and availability of required medicines and minimizing stock outs.- Ensure that WHO guidelines for drug donations are widely disseminated among key actors and assist health authorities in screening drugs donations.- Provide technical support, including training and capacity building of health professionals, for improving the rationale use of medicines by prescribers and users.- Support the process of donor reports preparation and provision of inputs needed for other reporting requirements.

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor degree in pharmacy or other related field from a recognized university Desirable: Degree in public health or in clinical pharmacy

Experience

Essential: At least 1 year of experience required at the national and international levels in the area of national drug policy programmes and administration. Desirable: Experience in public health or in emergency management.Practical working knowledge of supply chain management and quality assurance of pharmaceutical manufacturing.

Skills

Strong interpersonal skills Demonstrated problem-solving skills.Ability to work independently and under pressure.Excellent ability to work and deliver quality results in pressing and conflicting priorities.Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset. Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team and maintaining a high standard of tact and patience.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 33,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
