Terms of Reference for National Professional Officer (NPO)Incident Manager, WHO Zimbabwe

  1. Proposed grade: NOC
  2. Expected duration: Six Months

  3. Contract Type: Special Services Agreement (Roster purposes)

  4. Rationale:

    1. Purpose of the Position: In the context of the COVID-19 response and public health emergency preparedness and response within the Zimbabwe WHO Health Emergencies Programme, the incumbent will have overall responsibility in the coordination of planning, management, adaptation and implementation of strategies and work plans for the COVID-19 incident and other public health emergencies that may occur. The incumbent will manage the operational and technical components of the response, ensure proper documentation of the incident, including the provision of situation reports and action plans.
    2. Background: Zimbabwe has been responding to the COVID-19 pandemic since the first case was reported in March 2020. This is being done through ten public health pillars of the response. WHO supports the country response through all the pillars and works closely with the Ministry of Health and Child Care and partners across civil society, bilateral partners, donors and the UN agencies. The IM will provide key technical leadership in coordinating the response and in other public health emergencies as leader of the WCO incident management team and an integral part of the national COVID-19 response mechanism.
  5. Assigned/expected duties/work to be performed:

Reporting to the WHO Representative, and in close coordination with the Regional Office, and WHO/HQ and inputs from the IMS team at WHO, the IM will direct and coordinate WHO country office overall emergency response and recovery activities. The IM will provide strategic leadership to the health sector response in support of national and local health authorities and will be responsible for all aspects (operational, technical and programmatic) of the incident management system. In the context of Zimbabwe, the IM will be expected to coordinate responses to other public health emergencies that may occur at the same time as the COVID-19 pandemic. The incumbent will also provide technical guidance to the Ministry of Health and Child Care and other partners in strengthening surveillance and response for priority diseases, conditions and events in the context of Integrated Disease Surveillance and Response (IDSR) and for capacity building of national experts, in compliance with the International Health Regulations (IHR 2005).

    1. Outputs:
    1. Manage Health Emergency Operations, and provide technical advice to other agencies, with emphasis on the coordination and consolidation of health agencies support to the response;
    2. Support national and local health authorities and partner with UN agencies, international, governmental and nongovernmental organizations/institutions, in respect of the mobilization and coordination of resources, identifying needs and funding gaps; and encouraging donors to fund the overall health sector response to affected populations;
    3. In cooperation with other levels of response authorize the release of related information, communications, advocacy products and statements to internal and external partners as well as to the public;
    4. Coordinate WHO's incident management system at the country, assess and reassess the emergency situation, determine strategies, set objectives appropriate to the level of the required response;
    5. Ensure the implementation of the IMS, ensuring synergies and smooth functioning between the operational and technical components, oversee the monitoring and evaluation of the operations, and take corrective action as necessary;
    6. Ensure the participation of the country office in joint risk assessment processes of any suspected or actual emergency event;
    7. Work with the MOHCC and other partners to set up and support PHEOCs at national and subnational levels;
    8. Design, in cooperation with technical partners, surveillance guidelines, protocols, surveys and monitoring/surveillance systems for detection, verification and response to public health incidents at the national level;
    9. Support strengthening of IHR (2005) core capacities including IDSR implementation; prevention and control of epidemic prone diseases; capacity for management of PHEOCs; and IHR (2005) monitoring and evaluation;
    10. Monitor EPR activities relating to public health emergency preparedness and response including supporting teams working on the Zimbabwe Idai Recovery Project;
    11. Develop appropriate training plans for building the core surveillance, alert and response national capacities in accordance with the requirement for IHR 2005.
    12. Oversee the capacity building of health management teams and health facility staff;
    13. Prepare updates on the response and other public health emergencies and share with internally within WHO, the IACCH and UN partners.

  1. A functioning IMS set up at the WCO;
  2. PHEOCs at national and subnational levels set up and supported;
  3. Guidelines, SOPs and tools developed for the COVID-19 response and other public health emergencies;
  4. IDSR implementation supported through training of RRTs, adapting 3rd Edition IDSR Technical Guidelines, production of annual provincial EPR plans and production of annual SPAR on IHR (2005) implementation;
  5. Reports and updates on the response produced including SitReps;

  9. Specific requirements

    1. Language:
  10. Fluency in written and spoken English
  11. Another UN language would be an added advantage

    1. Education:
  12. Medical degree
  13. Advanced university degree in health-related field, management, emergency, humanitarian, disaster management or related field from an accredited/recognized institute
  14. Training in emergency management, humanitarian response, international health regulations.

    1. Experience:
  15. At least 10 years of related experience in emergency management and operations, with proven experience in emergency response and national and international levels.
  16. Relevant work experience in outbreaks and/health emergency management and related strategy development with WHO and/or UN agencies and health cluster partners

    1. Skills and competencies
  17. Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health;
  18. Demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational staff;
  19. Excellent skills in the assessment, monitoring, analysis and evaluation of emergency situations, with the ability to conceptualize and implement innovative strategies and advocate their implementation;
  20. Strong strategic thinking, with the ability to quickly comprehend strategic and tactical objectives and to formulate comprehensive plans to address challenges/risks;
  21. Knowledge, competency and skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application of an all-hazard approach in the context of the International Health Regulations and the use of event based and indicator based surveillance, as well as descriptive epidemiology and principles of public health in communicable disease surveillance and response;
  22. Knowledge of Microsoft Office software applications.

  23. Place of assignment

Incumbent will be based in Harare at the WHO Country Office with travel to the provinces and districts of the country as required.
