OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is establishedto implement WHO country cooperation strategies that are aligned with MemberState's health development agendas and emergency/resilience programmes andharmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

1- Oversee the smooth country implementation of WHO global and regional commitments on NCDs prevention and control, mental health and substance abuse according to WHO guidelines and tools.

2-Identify gaps and make recommendations for policy development, in particular those supporting the implementation of the provisions of the UN Political Declaration for NCDs, including mental health and the regional NCDs framework resolution.

3- Provide technical advice to national health authorities in the implementation and monitoring of Noncommunicable Diseases (NCDs) prevention and control, mental health and substance abuse programmes, guided by evidence-based policies and WHO guidelines and recommendations.

4- Participate effectively in drafting national guidelines, tools and action plans in line with WHO global and regional framework and UN documents.

5- Identify needed external technical support and ensure proper and timely handling and monitoring of consultants' briefings, agenda, and facilitation of the missions, evaluation and follow up on recommendations relevant to health system strengthening.

6- Participate in the implementation of a research agenda on NCDs and mental health.

7- Build capacities and coordinate workshops, seminars and meetings for all NCDs and mental health related programs at the national level and develop the required technical and training material on several topics.

8- Coordinate with MOPH and other UN agencies, government entities, health stakeholders and donor representatives the different NCD and mental health partners' programs and activities.

9- Identify opportunities for potential partnerships at local level for NCD and mental health support with UN agencies, international and national NGOs.

10- Proactively participate in resource mobilization activities by managing several grants and developing project proposals reflecting NCD, nutrition, and mental health priorities in the country, ensure the needed follow up in terms of fund raising, effort, timely implementation, monitoring, evaluation and donor reporting.

11- Conduct assessment, monitoring and evaluation to the project and prepare progress reports, briefings, proposals, communications and advocacy documents required for strategic decision-making.

12- Prepare needed speeches, press releases, social media posts, donor visibility materials, and other documents for the several NCDs, nutrition, and mental health related events.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine,public health or health related field. Desirable: Master's degree in publichealth or health management and postgraduate qualification (s) in the areas of NCD prevention and control, mental health and substance abuse and violence andinjuries prevention, ageing, nutrition, and social determinants of health.

Experience

Essential: At least five years' experience in the fields of Noncommunicable diseases control and prevention, mental health and substance abuse. Desirable: Experience in project management, capacity building programmes, planning, monitoring and evaluation,developing and promoting collaborative partnerships

Skills

- Excellent presentation skills.

- Demonstrated ability to provide technical advice to all relevant stakeholders.

- Demonstrated skills to assess and analyze data to support national programmes and policies; projects and activities, including budget programming and control.

- Demonstrated skills in planning and donor and technical reports writing.

- Excellent interpersonal skills and ability to work under pressure complemented by demonstrated ability to identify and manage difficult situations.

- Strong theoretical and practical knowledge of public health, NCD related programmes and policies.

- Knowledge of WHO and UN programmes.

REMUNERATION

Remuneration comprises an annual base salary starting at LBP 121,474,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
