OBJECTIVES OF THE PROGRAMME

NCDs is accounting for nearly two-thirds of total number of deaths in WHO SEA Region. The burden of NCDs is increasing in Myanmar, and they are estimated to contribute 71% of total deaths and 24% of premature deaths in 2016-2017.

Tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity, high blood pressure and raised blood glucose levels are the leading risk factors for increasing trends of premature morbidity and mortality of NCDs among the countries including Myanmar.

The WHO Thirteenth General Programme of Work, 2019-2023(GPW 13) outlines a clear vision to achieve three strategic priorities through the triple billion targets. One outcome of the third pillar of GPW 13(Outcome3.2) addresses the risk factors for Noncommunicable diseases (NCD), such as tobacco, salt, obesity, physical activity, and trans-fatty acids, as well as other important risk factors to health.

NCD Program of WHO Country Office in Myanmar has been striving to achieve NCD SDG targets to reduce one-third of premature morbidity and mortality of NCDs by implementing road map for accelerating the prevention and control of NCDs, prioritizing and accelerating the most impactful interventions mainly targeting towards NCDs risk factors in line with the GPW13 and the Regional Committee resolutions.

Under the above overall context of WHO collaborative programmes, the objective of the NPO (NCD Risk Factors) is to provide the technical support and guidance to the stakeholder of NCDs for prevention and control of noncommunicable diseases and their risk factors. NPO will foster a strong collaboration with the NCD Unit of Ministry of Health, other relevant national authorities, NGOs and INGOs working for NCD prevention and control activities. The incumbent will facilitate the implementation of national multisectoral response for NCDs through the primary care facilities and public private partnership.

DESCRIPTION OF DUTIES

Under the supervision of the Team Leader (NCD) and overall guidance of WHO Representative to Myanmar, the incumbent will perform following duties:

  1. Assist the WHO NCDs team in planning, implementation, monitoring and evaluation of NCD work-plan activities for the prevention and control of NCD and risk factors
  2. Supported scaling up interventions for prevention and control of behavioural risk factors for NCDs such as tobacco and alcohol, unhealthy diet and physical activity.
  3. Review and get familiarize with key policy document including national policies and strategies and support developing policy documents and legislations for prevention of NCD risk factors such as tobacco, alcohol, unhealthy diet and physical inactivity control.
  4. Identify global best practices in close collaboration with three level WHO team and provide support to develop or adopt effective interventions through advocacy and capacity building.
  5. Disseminate WHO recommendations and guidelines, and facilitate adopting them to country context, including assistance in translation of documents from Myanmar to English or from English to Myanmar.
  6. Assist in communicating and working with stakeholders related to NCDs' risk factors; across ministries and with civil society organizations to achieve national targets and objectives.
  7. Facilitate resource mobilization and application for donor fundings; develop project proposal, application writing, drafting budget estimation, develop operational planning, implementation, monitoring frameworks
  8. Support the implementation of national NCDs programmes and specific NCD project, including NORAD project; conduct regular meetings, trainings and workshops and monitoring visits for achieving targets.
  9. Monitor and report implementation of national NCDs programmes and specific NCD project activities; provide regular updates to the NCD team and develop financial and technical reports related to the implementation of prevention and control of NCDs risk factors
  10. Provide support on any other tasks related to the project as required by the supervisors.
  11. Submit end of assignment report at the end of posting (mandatory)

REQUIRED QUALIFICATIONS

Education

Essential: University degree in health, public policy or social sciences or another relevant field. Desirable: Post-graduate/ Advanced university degree in public health or related fields

Experience

Essential: At least one year of relevant experience in implementing public health interventions, health promotion activities, development and successful implementation of health-related projects or public policies including budget estimations.

Desirable: Previous experience with UN agencies and INGO’s will be an asset

Skills

  • Demonstrated experience in the health promotion activities at community level for prevention and care and NCDs behavioral risk factors such as tobacco and alcohol, unhealthy diet, physical activity.
  • Skills and experience in national health and NCD programme and primary health care service delivery system
  • Ability in drafting of long-term multisectoral/inter-sectoral strategies, plans of action, and budgets and successful implementation of NCD M&E framework are desirable.
  • Strong organization skills with the ability to plan, perform, prioritize multiple tasks under tight deadlines

REMUNERATION

Remuneration comprises an annual base salary starting at USD 26,545 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
