OBJECTIVES OF THE PROGRAMME

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.

All the Member States of WHO South-East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. WHO's Thirteenth General Programme of Work (2019-2023) is structured around three interconnected strategic priorities to ensure healthy lives and well-being for all at all ages: achieving universal health coverage, addressing health emergencies and promoting healthier populations.

WHO's mandate revolves around six (6) core functions: (i) providing leadership on global health matters; (ii)shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste), share the common value of the highest attainable standard of health as a fundamental human right. Mission of the WHO Country Office for India:

Within the framework of WHO's Country Cooperation Strategy, the mission of the WHO Country Office is to support India in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

DESCRIPTION OF DUTIES

Under the overall guidance of Deputy WR and direct supervision of NPO (Planning), the incumbent will perform the following responsibilities:

1. Assist in all technical components of health programme formulation and implementation.

2. Support the WR in the biennial corporate planning exercise by providing strategic analyses and overviews, including recommendations on Programme Budget development; development of human resources plan, etc. within the context of the results-based framework.

3. Provide WR with analyses of Programme Budget implementation and its implications throughout the biennium, to evaluate progress against objectives, and compile data and prepare reports and recommendations for WCO India for the implementation of critical performance measures necessary to maintain programme budget delivery targets throughout the biennium.

4. Access progress, to consolidate evaluation reports for the midterm and end of biennium performance assessment, identifying corporate achievements, lessons learnt pitfalls and required actions.

5. Assist Team Leads in developing a comprehensive plan for monitoring and evaluation of various health programmes and project proposals.

6. Develop and test instruments for supportive supervision and monitoring.

7. Contribute to UNCT M&E group as WCO focal point and support M&E related activities and reporting for UNCT.

8. Develop formats, log frames and matrices for monitoring and evaluating program implementation in collaboration with counterparts and IT specialist and develop or refine indicators for different programmes.

9. Assist in the development of methodology for mid-term evaluation.

10. Evaluate results of specific reports on computerized management information system and integrate these into planning and project implementation.

11. Assist staff and implementing partners in preparing their progress reports and analyze these reports in terms of problem and actions needed.

12. Any other duties as assigned by the Supervisor(s).

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine or public health from recognized university. Desirable: Post Graduation in Preventive Social Medicine/ Community Medicine/ PublicHealth/Business Administration.

Experience

Essential: Two years of relevant work experience in public health programmes. Desirable: Experience in monitoring and evaluation of public health programmes at national and sub-national levels.

Skills

Functional Skills and Knowledge:

- The incumbent should identify with the core values of the World Health Organization.

- Thorough knowledge of the situation in India with regard to various health programmes including COVID 19 and health emergencies with good understanding of country's needs and priorities, of issues and policies in various aspects of health financing, development of operational workplans and monitoring of and evaluation of workplan implementation.

- Very good knowledge of WHO policies, programmes and guidelines in the related areas. Analytical thinker, capable of rigorous analysis of data producing strategic results with clear and influential presentation.

- Ability to respond proactively to the organizational environmental and provide analyses to a variety of stakeholders and perspectives.

- Sound computer skills.

- Ability to coordinate, monitors, advice and cooperates with the national authorities and associated partners and donors. Demonstrated competence in managing multitasking and a broad range of priorities.

- Ability to foster collaborative relationships with co-sponsors, donor partners and civil society organizations. Strong interpersonal skills.

Use of Language Skills

Essential: Expert knowledge of English. Desirable: Intermediate knowledge of Hindi.

REMUNERATION

Remuneration comprises an annual base salary starting at INR 2,275,397 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
