OBJECTIVES OF THE PROGRAMME

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by (1) supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and by (2) developing and managing WHOs' technical cooperation programs at the country level. At the federalized context the need for WHO to respond and support government structures at national and sub-national levels to improve equity and quality of health services, reorganization and management of health care delivery, human resources, information and monitoring, supplies chain management has become more important. Such interventions are required to make progress towards achieving the Sustainable Development Goals (SDGs) and the targets in WHO's 13th GPW, including universal health coverage (UHC) and provision of basic health services package (BHSP). The framework of GPW 13 builds on the existing expertise and long standing work on SRHR at WHO, to support countries to achieve universal access to sexual and reproductive health care services , reproductive rights and reduction of maternal mortality. The comprehensive package of this SRHR is designed to support MoHP in strengthening family planning, safe abortion, post-abortion family planning, management of the consequences of abortion and provision of access to safe abortion as per national law, supporting addressing stigma and discrimination, information, education and counselling on sex, relationships and reproductive health. One of the main objective of this project is to enhance in-country capacity to deliver effective and equitable SRHR services through competent human resources, and necessary SRH equipment and drugs.

DESCRIPTION OF DUTIES

Under the supervision of Technical Officer, SRHR and overall guidance of the Public Health Administrator and WHO Representative to Nepal, the incumbent will have the following responsibilities:

  1. Assist the SRHR project team at WCO Nepal in:
  • Developing the monthly micro plans within the broader framework of the project;

  • Monitoring to ensure that the activities are implemented as planned;

  • Reporting, documenting and knowledge management including development of monthly/yearly plan of operation, annual budget, semi-annual and annual progress report as per the project requirements;

  • Compiling the necessary data and information related to SRHR;

  1. Assist and collaborate with Ministry of Health and Population and other stakeholders for strengthening HMIS as outlined in the project proposal and meeting standards within time-line by;
  • Identifying gaps, challenges and issues in reporting, flow and use of information on key SRHR indicators from public, private and NGO sector

  • Developing country (Nepal) specific matrix of key SRHR indicators so that it could be monitored at provincial and local (municipal) level.

  • Ensuring that data focal person have good understanding of MIS system and indicators.

  • Supporting in capacity building of data focal persons of concerned institutions of both public and private sector for quality and timely recording and reporting of SRHR related indicators.

  1. Support the SRHR team in implementation and reporting of project activities;

  2. Coordinating and networking with relevant stakeholders for smooth implementation of the project at province and federal level as per the need of the project;

  3. Assisting the team in collaborating with partners and stakeholders including UN Organizations, other multi and bi-lateral organizations, civil society and professional associations that are involved in improving access to quality abortion and family planning services;

  4. Coordinating with the partners, training sites and Family Welfare Division in forecasting and procurement of quality drugs, equipment and commodities for the services planned in SRHR project;

  5. Coordinating with other units in WCO to deliver integrated services as one WHO;

  6. Undertake any other tasks/duties as may be assigned by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medical related field. Desirable: Post graduate degree in public health or health information related area. Additional training in Monitoring and evaluation of the programs. Has worked with UN Agencies earlier.

Experience

Essential: At least one year of experience in the field of health information and health monitoring and evaluation.

Skills

Competent in project M&E activity. Demonstrated working efficiency in a project. Demonstrated experience in inter-sectoral collaboration and ability to work with other agencies and development partners. Technical expertise and Overall attitude at work are also required mandatory competencies.

Other skills (eg. IT): Proficiency in computer skills and Microsoft applications.### WHO Competencies

Remuneration comprises an annual base salary starting at NPR 2,353,227 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
