OBJECTIVES OF THE PROGRAMME

Since 2006 WHO Myanmar has been supporting technical and managerial support vector borne disease response in Myanmar through the support of Global Fund to Fight Against AIDS, TB, and Malaria (GFATM). Myanmar targets malaria and LF elimination and significantly reduce the burden of dengue by 2030. The overall objectives of the programmes include: 1) To strengthen national capacity on controlling/eliminating malaria, dengue and lymphatic filariasis; 2) To support implementation of malaria control/elimination and monitoring of drug efficacy; 3) To assist strengthening of surveillance, monitoring and evaluation of malaria and other vector borne diseases ; 4) To intensify and accelerate malaria elimination in line with evolving WHO policies and recommendations; and 5) To support implementation of donor supported collaborative programmes in malaria control/elimination, and drug efficacy.

DESCRIPTION OF DUTIES

Under direct supervision of Medical Officer (Malaria) and general guidance of WHO Representative to Myanmar, the incumbent will perform the following tasks:

1. Provide technical support to national programme, in the field of supervision, monitoring, evaluation of the programme and projects under GFATM.

2. Jointly collaborate with programme and partners to develop revise malaria forms and formats related to malaria guidelines, standard operating procedures, intensification and acceleration plans, case and foci investigation and response, logistics etc.

3. Assist in planning, implementation, monitoring, and evaluation of collaborative programmes related to malaria surveillance and response particularly on the malaria digital health supported by WHO and GFATM and other donors.

4. Develop and revise M&E plans, set annual targets based on the malaria elimination plans, regularly monitor the progress, and conduct malaria risk stratification for better targeting of malaria interventions.

5. Serve as a resource person for malaria surveillance and response, malaria digital health and GIS trainings to WHO data assistants, national programme staff and partners.

6. Support data driven decision making through regular analysis of data and during outbreak investigation and response.

7. Develop regular surveillance reports, annual malaria programme report, and prepare annexures for WHO World Malaria Report as required.

8. Implement WHO Malaria Elimination Assessment tool kit in Myanmar.

9. Support in day to day monitoring of the MoH-WHO collaborative workplan implementation related to malaria surveillance and response.

10. Review and track the project activity and prepare technical and financial reports.

11. Assist in the preparation of quality assured reports required for submission to donors.

12. Other relevant tasks as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine from recognized university. Desirable: Post graduate degree in public health, public health management, administration or tropical medicine or epidemiology or related fields; first-hand knowledge of development of Malaria Surveillance System, GIS or training/facilitation DHIS-2.

Experience

Essential: At least two (2) years of work experience in programme management in malaria (particularly in malaria surveillance and response) programme. Professional experience in planning and management in the areas of donor proposal development, malaria risk stratification, GIS, World Malaria Report, Vector Borne Disease Annual Report, health programme development, implementation, monitoring and evaluation and preparation of donor reports related to health programmes at national level.

Desirable: Field experience in Myanmar on programme development and management, field investigations.

Skills

  • Expertise in public health, project management in malaria and other vector borne disease control.
  • Good understanding in malaria and vector borne diseases in the context of South East Asia with particular emphasis on Myanmar.
  • Very good communication skills and excellent in use of computer and information technology.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 29,810 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
