OBJECTIVES OF THE PROGRAMME

The objective of the Health Security and Emergencies Cluster is to contribute to the reduction of the health consequences of public health emergencies, natural disasters, conflicts and minimize social and economic impact in the African Region through prevention, early warning, early detection, and rapid and effective response operations in acute and protracted emergencies arising from any hazard with health consequences.

DESCRIPTION OF DUTIES

Under the supervision of the IPC and AMR Team lead, the Monitoring and evaluation Officer, will:1. Support the review, update and implementation of the Fleming Fund country grant M&E plan including recording and reporting systems and tools to capture programme performance and results, routine laboratory data reporting, baseline and end line assessments and all monitoring for process and outcome evaluations2. Participate in routine grant review meetings /communication and monitor routine grant reporting. This includes completeness, timeliness, internal consistency and accuracy, and trends over time and ensure data quality3. Contribute to quarterly reports, including good practices, lessons learnt, success stories, issues and challenges and updating risk register4. Update monthly and quarterly programme deliverable tracker; communicate status of submission of deliverables in a timely manner5. Work closely with the Technical team lead to ensure regular data verification and data quality assessments of the surveillance sites. This will include on-site visits, as relevant.6. Coordinate the process to prepare and submit laboratory site-specific data and reports as an integral part of the Fleming Fund quarterly grantee reporting requirements to the Technical lead 7. Lead, coordinate and support the design, development, and implementation of M&E-related training and workshops8. Be the AMR M&E focal point for the country office.9. Support AMR Secretariat in the documentation of governance issues 10. Upon request from the WR and AMR team leader assist with other activities

REQUIRED QUALIFICATIONS

Education

Essential: Must possess at least a first university degree or equivalent qualification in public health, health sciences, statistics, demography, Bio-statistics, or computer science Desirable: Master's degree in public health, statistics, demography, or related field and three years of experience in relevant field Advanced certificate in M&E and statistics preferred

Experience

Essential: • At least 3 years of working experience as Monitoring and Evaluation Officer.• Demonstrated experience in planning and managing surveys, developing and refining data collection tools, data quality assessments and oversight of regular M&E activities Desirable: • Demonstrated experience in M&E and data analysis, interpretation and use in public health• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies .Sensitivity to cultural differences and understanding of and compliance with the ethical issues surrounding research and surveillance

Skills

--> Strong technical skills and knowledge in Monitoring and Evaluation--> Good data capturing and report writing skills --> Skills and ability to timely synthesize key components and working group outputs. Ability to produce results, while respecting WHO's professional, ethical and legal framework

REMUNERATION

Remuneration comprises an annual base salary starting at SLL 253,561,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
