OBJECTIVES OF THE PROGRAMME

WHO Country Office Myanmar collaborates with the Government of the Republic of the Union of Myanmar and relevant stakeholders within the framework of the WHO Country Cooperative Strategy (CCS) to actively support the Ministry of Health and Sports mainly for immunization services including health policies and planning for immunization services on new vaccine introduction, Vaccine Preventable Diseases surveillance and response, data management for immunization coverage and service delivery, enhance implementation research regarding immunization services and intensified financial sustainability for immunization services for traditional and newly introduced vaccines in country.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative to Myanmar and direct supervision of Technical Officer (EPI), and in close collaboration with focal points from the Ministry of Health and Sports (MoHS), responsibilities of the incumbent are as follows:

1. Provide technical support to DoPH, MoHS in strengthening routine immunization systems strengthening, maintaining Polio eradication status, achieving Measles elimination and introduction of new and underutilized vaccines;

2. Provide strategic guidance for strengthening of laboratory supported VPD surveillance and immunization and maintain certification standard AFP, surveillance for measles elimination and other VPD surveillance indicators;

3. Prepare annual CEU/EPI work plans with budget and support its implementation, monitoring and evaluation of EPI activities as per annual work plans, GAVI health systems strengthening in the context of VPD surveillance and immunization activities;

4. Technical support to develop policy documents, training guidelines and IEC materials, for both surveillance and immunization (routine EPI and EPI campaign purposes, including Measles Rubella and polio supplementary immunization activities, and for introduction of new vaccines);

5. Coordinate and support the process implementation on data quality improvement plans and quality assurance and assist Central Epidemiology Unit (CEU) to undertake periodic review of VPD surveillance data, identify silent areas, design specific strategies and tools for closing immunity gaps in the high risk arears;

6. Assist CEU/EPI to identify areas with inadequate immunization coverage and suggest appropriate interventions to improve the coverage;

7. Facilitate development of an effective vaccine management system, including immunization safety and monitoring of adverse events;

8. Coordinate with RSO offices to plan for advocacy and orientation meetings with clinicians, doctors, health workers on Immunization and VPD surveillance, provide technical assistance for outbreak investigations and appropriate response activities;

9. Coordinate with state/regional health directors, SDCU team leaders, and RSO to expand the existing VPD surveillance network, identify high priority reporting units and more involvement of private sector, military hospitals, traditional healers in Surveillance network and immunization service delivery.

10. Coordinate with National Health Laboratory to ensure that polio, measles and JE labs are fully equipped with required supplies and specimen results are collected and disseminated through CEU/ RSO to all states and divisions; and

11. Perform any other additional duties as needed.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Medicine/Health or Health-related sciences/ biological sciences Desirable: Post graduate degree in Public Health and/or related fields.

Experience

Essential: At least 5 years of professional experience in the field of Immunization programme and Vaccine Preventable Diseases surveillance, including experience in programme/project implementation, supervision, monitoring and evaluation in Township health planning, and in preparation of donors' reports related to health programmes at national level. Desirable: Experience of working with the government in public health field. Work experience in UN and/or other international organizations will be an advantage.

Skills

- Good knowledge of WHO policies, programmes and guidelines in the field of EPI and surveillance, good knowledge in public health.

- Ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors.

- Ability to draft reports, make oral and written presentations.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 30,926 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
