POSITION # 420835

OBJECTIVES OF THE PROGRAMME

To provide technical assistance to the WHO Country Office of Libya, the Ministry of Health, related health authorities and line ministries in the country as well as participation in capacity building activities, setting policies and strategies and development of operational protocols, liaison with the MoH and partners at national and Regional levels to strengthen collaboration and strengthen national preparedness and facilitate implementation of International Health Regulations (IHR 2005) and Sendai Framework for resilient health system and health security through technical support, data collection and analysis and production of reports, country specific reports and profiles. He/she participates in the development of health security related projects and in the revision of related tools and procedures and works in close collaboration with WHO Regional Office and headquarters.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

1. Ensure timely and proper implementation of WHO activities in the area of Country Health Emergency Preparedness & IHR in collaboration with the Ministry of Health, line ministries and other sectors.

2. Provide technical insight to the Health Authorities in developing/updating national plan of action for health security.

3. Provide technical insight to the MOH, related health authorities and line ministries in developing/updating country profile for potential hazards and national public health plan for emergency preparedness and response to all hazards and hazard specific contingency plans.

4. Contribute effectively to the risk assessments and evaluation of all-hazard health emergencies in line with the IHR (2005)

5. Provide technical advice at country level on priority issues such as: emergency preparedness, surveillance and response; strengthening health systems, operational readiness and essential public health functions.

6. Act as focal point for emergency preparedness and response and collaborate actively with, the WHE/Incident Management team in the country and in the regional office in case of a graded emergency.

7. Collect and analyze data and information required for any WHE -related documents to be presented to WHO Governing bodies, for the work and deliberation of an IHR Emergency Committee or an IHR Review Committee or a technical consultation, when convened.

8. Create channels of communication with relevant health and non-health stakeholders to ensure the successful implementation, monitoring and evaluation of capacities in line with IHR (2005) requirements, as well as the identification of financing for WHE country plans

9. Link with institutions, associations and non-governmental agencies and scientific bodies, for exchange of information, coordination of activities and implementation of sector wide approaches.

10. Foster collaboration with partners and donors at national, regional and global level to support the country to finance and implement national plans

11. Prepare for and organize technical missions/workshops for strengthening emergency preparedness and response

12. Perform other emergency related responsibilities

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or health related science eg pharmacy, public health. Desirable: Master or postgraduate training in Public Health or other relevant areas. Specialized training in emergency/disaster preparedness and response.

Experience

Essential: At least two years of relevant experience in country capacity building and implementation of emergency preparedness programmes/projects Desirable: Relevant work experience in UN agencies; experience working in relevant non-governmental or humanitarian organizations. Relevant experience in the implementation of International Health Regulations (2005).

Skills

1. Excellent theoretical and practical knowledge of IHR (2005) and the epidemiology of infectious diseases.

2. Excellent interpersonal skills with ability to communicate with partners.

3. Demonstrated capacity to write technical documents and scientific papers in a clear and concise manner.

4. Familiarity with other global health security threats in the region, as well as issues and practices for disease prevention and control

5. Demonstrated organizational skills with the ability to multi-task and produce results under pressure.

6. Knowledge of the UN and humanitarian systems for emergency response and preparedness.

7. Good presentation and writing skills

REMUNERATION

Remuneration comprises an annual base salary starting at USD 38,658 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
