OBJECTIVES OF THE PROGRAMME ---------------------------

The Complex Emergency is one of the greatest humanitarian challenges affecting TB and HIV control programs in Syria. The Middle East Response (MER) funded by The Global Fund To Fight Aids, Tuberculosis And Malaria was developed to ensure the provision of essential HIV, TB, and malaria services to eligible country populations in Syria, Yemen and Syrian refugees in Jordan and Lebanon. International Organization for Migration (IOM) is the principal recipient of MER grants. WHO/Country office of Syria has developed an agreement with IOM Amman to act as a sub recipient of the grant and implement a set of activities under the grant agreement that aim at supporting both TB and HIV control across the country. DESCRIPTION OF DUTIES ---------------------

The incumbent will perform the following duties:

1. Provide technical advice to the national TB & HIV/AIDs control programmes and maintain a close cooperative relationship and regular communication with the national and sub-national HIV and TB control programmes for continuous update and follow-up on the activities of the GF MER project in Syria.

2. Monitor the implementation of GF MER workplan at national and sub national level and take adaptive actions when needed

3. Responsible for the development and implementation of interventions for vulnerable population and general populations, at governorate and district levels for prevention and care of TB & HIV/AIDs, within the existing health systems.

4. Create quarterly and final technical and financial reports for the TB/HIV activities funded from Middle East Response Grant ( MER) in line with required Global Fund and IOM reporting templates

5. Strengthening the surveillance system for TB & HIV/AIDs in collaboration with national and sub-national TB & HIV/AIDS control programs

6. Participate and advocate in major national activities involving strategic planning, programme reviews, resource mobilization and national stakeholder meetings.

7. Oversee with the national control programmes the collection and analysis of programme data, updating their monitoring and evaluation indicators and respond to regional and global requests for data and reporting.

8. Liaise with HTM, STB and HAS in EMRO to provide technical expertise in these units different activities .

9. Organize and conduct capacity building activities for the national staff of TB & HIV/AIDS control programs and other involved partners

10. Responsible for carrying out national or sub-national programme reviews, surveys and field supervision/ field visits for TB & HIV/AIDs.

11. Ensure quality and timely implementation of activities planned under the GF projects for TB & HIV/AIDs control, in close coordination with the IOM as well as GF.

12. Develop the appropriate forums to ensure quality of collection and sharing of information related to GF MER

13. Prepare administrative and technical reports and presentations Develop the Terms of Reference (TOR) of the contracts with the experts, reviewing their technical reports and provide appropriate comments

REQUIRED QUALIFICATIONS

Education

Essential: First University Degree in Health Sciences Desirable: Master in Public Health or Communicable Diseases

Experience

Essential: At least Five years of relevant experience in public health, including TB & HIV/AIDS focusing on implementation of action plans for disease prevention and control. Desirable: Working experience in an international organization, NGO, government institute etc.

Skills

• Knowledge of country situation with regard to TB & HIV/AIDS and the national response.

• Adequate knowledge of TB & HIV/AIDS, planning and programme design, including the setting of interventions;

• Adequate knowledge of TB & HIV/AIDS technical issues, in particular planning for access to HIV and TB care and treatment including for procurement;

• Ability to develop good relationship, with national and governorates partners to ensure quality of collaborative response to TB & HIV/AIDs in the country;

• Excellent communication, report writing and analytical skills;

REMUNERATION

Remuneration comprises an annual base salary starting at USD 28,828 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
