OBJECTIVES OF THE PROGRAMME

Since its independence in 2002, Timor-Leste has achieved significant improvements in the health sector. These include better health indicators as well as infrastructure development and/or reconstruction, and training and deployment of qualified human resources. Nevertheless, with high maternal mortality, low immunization coverage and stunting in children under five amongst the highest in the world, many challenges remain.

In the past few years, MoH Timor-Leste has undertaken the development of several key policy documents. Following sub-sector analysis (Pharmaceutical Sector situation Analysis, Assessment of the Health Workforce Situation in Timor-Leste and Health Financing Policy options and the Health Financing Country Diagnosis) the corresponding strategic documents have been launched. These include the Health Financing Strategy 2019-23, the National HRH strategy 2020-25 and finalization of the National Medicines Policy. a mid-term review of the National Health Sector. In addition, a mid-term review has resulted in a revised National Health Sector Strategic Plan 2021-30 which clearly articulates apriority for strengthening primary health care as a route to UHC and the health-related SDGs. In line with this aspiration, significant progress has been made towards finalizing an Essential Services Package (ESP) for primary care. This includes a technical document (ESP 2020) endorsed by MoH and consumption, costing and feasibility analyses. Currently, an implementation roadmap for ESP2020 is being finalized. This is an MoH priority for 2021 and policy dialogue among key stakeholders are being organized. One of the initial critical activities towards realizing the phased roll-out of ESP 2020 will include a thorough situation analysis of service provision across the national health service. This health services review is intended to be a holistic, in-depth review across various dimensions of provision such as current service availability and readiness, health workforce, supply of medicines and consumables, functioning of equipment and diagnostics, health information, service quality and administration/management. This will cover all public health facilities with a focus on primary and secondary level services in the first instance (Health Posts, Community Health Centres, Referral Hospitals and community outreach). It is intended that this review will be aided by the use of internationally validated tools such as the recently released Harmonized Health Facility Assessment (HHFA) tool - developed by the WHO in conjunction with other partners such as UNICEF, World Bank and USAID - and incorporating elements of earlier similar tools such as SARA and SPA.As policy dialogue and concrete steps towards a staggered implementation of ESP takes place, this systematic health systems review will identify gaps in currently service delivery and utilization and provide critical information and recommendations to address these gaps towards comprehensive realization of ESP 2020, sustain progress on PHC for UHC and support efforts to meet the health and health related targets of the SDGs. As a long time and trusted partner of the government, WHO Timor-Leste remains committed to supporting MoH with the appropriate technical assistance to conduct these critical health sector reviews.

DESCRIPTION OF DUTIES

Under the overall supervision of WHO Representative to Timor-Leste and day-to-day supervision of Health Policy Adviser, the incumbent will provide necessary and timely support to the Ministry of Health (MOH) and allied agencies, and for the collaborative program areas in Timor-Leste by performing the following specific duties: Technical support for strengthening service delivery across primary, secondary and tertiary care Technical support for re-vitalizing the Saude-na-Familia (SnF) program Coordination support for the WHO Field Officers (and Regional Advisors) initiative Technical support for the decentralization priority of government Technical support for health systems policy/strategy development, including health financing. Any other task(s) suggested by WR

REQUIRED QUALIFICATIONS

Education

Essential: A degree in public health or any significant health-related degree from a recognized university.

Experience

Essential: Minimum of one year of working experience in a similar capacity.

Desirable: Experience of working with the Ministry of Health and or the UN system will be an asset.

Skills

Knowledge and skills in Public Health and Epidemiology, Public Health Programme management, ability to analyze and interpret public health data, proactive approach to problem-solving, fostering integration and teamwork, demonstrate the ability to work independently and with flexibility in a cross-cultural setting, managerial and communication skills; analytical skills to identify critical issues and good writing skills; well-developed computer skills in word processing, excel, PowerPoint etc.

Desirable: Good knowledge of WHO/UN administrative and financial rules, processes and procedures

REMUNERATION

Remuneration comprises an annual base salary starting at USD 20,092 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
