Purpose of the Post:

To manage, coordinate and provide technical support to national health authorities in the implementation and monitoring of health system programmes.

Objectives of the Programme and of the immediate unit or field activity:

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams. In particular this post will:

-Support country efforts to implement health systems programme, and to support the country's development and emergencies/resilience policies and action plans for the health of the host and refugees populations

-Support country efforts to move towards Universal Health Coverage (UHC) by ensuring equitable delivery of quality health services without the risk of financial hardship especially for the poor and marginalised by having a coordinated approach to health services delivery by further strengthening its health workforce, health financing, health technology management, good governance in medicine and health information system, monitoring of health systems performance towards the future Sustainable Development Goals

-Promote evidence-based policy-making, through support to comprehensive health system review social determinants of health and through contribution to preparing high level documents that would be used as evidence for high level policy actions on health system development

-Support strengthening the country's capacity for improving health services and cost-effective interventions for mothers, newborns, children and adolescents.

Organizational Context:

The incumbent will work under the direct supervision of the Health Systems Team Lead, the overall guidance of WHO Representative (WR) and Director of Health Systems Development and in collaboration with the Director of Health Protection and Promotion. The incumbent will be responsible to implement activities and facilitate the operational, technical and programmatic aspects of the health systems programmes. S/He will work directly with the national government and health partners to coordinate implementation on WHO/Country Collaborative development and emergency/resilience programmes and plans guided by evidence-based policies and WHO policy and guidelines. This requires contacts with a broad range of partners and coordinating with other UN agencies, government entities, health stakeholders and donor representatives.

Description of duties:

Technical support: Ensure timely planning and implementation of the operational, technical and programmatic aspects of the WHO/Country Collaborative development and emergency/resilience programmes and workplans;

1.Ensure that WHO global and regional commitments on public health and health systems evidence-based policies and WHO guidelines are translated into implementation of national policies and programmes, in particular those supporting the implementation of the provisions of the regional UHC framework resolution;

2.Provide technical advice to the Ministry of Health and other health partners and institutions to facilitate timely implementation of programmes and plans related to health systems, according to WHO policy and guidelines;

3.Conduct situation analysis, desk review of health trends, undertake gap analysis in relevant areas including social determinants of health, to guide the development of health systems policies, legislations and programmes; draft technical reports.

4.Review the on-going health sector reform agenda and its implementation in close consultation with Regional Office and health partners to better understand the existing challenges and gaps; and advise on generating adequate evidence and intelligence to develop a road map for policy development;

5.Contribute to the development/implementation of national health strategy, policies, plans and monitor progress towards achievement of UHC;

6.Coordinate with relevant stakeholders to develop and manage a competent health workforce that can deliver integrated peoplecentred service, through HRH strategic planning, capacity building for priority health interventions and strengthening of governance, appropriate regulation and education capacities;

7.Provide guidance material and organize events/activities to support the development of good governance in medicine as well as the WHO-Medicine Transparency Alliance (MeTA) Initiative

8.Facilitate preparation of Country Cooperation Strategy, country profile, biennial work plans, situation analysis, regular reports and monitoring missions;

9.Provide technical support to the national programmes addressing services for reproductive, maternal, newborn, child and adolescent health

10.Participate in updating and adapting relevant national guidelines, materials and tools related to health systems including those related to mother and child health;

11.Liaise with all health services providers, key stakeholders, scientific bodies, involved in the health system review processes to facilitate exchange of information and sharing of lessons learned from other countries undertaking relevant reform processes, facilitate the discussions around the health sector with partners and through the donor forum;

12. Liaise with the UN coordination team and implement United Nations Assistance Framework (UNDAF), participate in related task forces, thematic groups, with a focus on representing WHO relevant public health programme(s).

General management

13. Implement and facilitate smooth project information flow on activities between MoH and other involved national institutions and partners;

14.Review and make recommendations for action for the additional requests by the national authorities, assess feasibility and identify implementation needs and solutions;

15.Identify needs for external technical support in coordination with Regional Office and ensure proper and timely handling and monitoring of consultants' briefing, agenda, facilitation of the missions, evaluation and follow up on recommendations;

16.Proactively participate in resource mobilization activities by developing project proposals reflecting health priorities in the country, participate in emergency appeal, ensure the needed follow up in terms of funds raising, effort, timely implementation, monitoring, evaluation and donor reporting;

17.Ensure timely preparation of technical correspondence, draft technical briefs for mission and background reports, WR speeches, presentations, and other material related to the areas of responsibility provide advice to the national authorities in preparation of technical reports, briefs and other documents as needed.

REQUIRED QUALIFICATIONS:

Education:

Essential: University Degree in Medicine or Pharmacy or in a public health or health management and finance related field or other related field.

Desirable: Master's Degree in public health or health management and postgraduate qualification (s) in the areas of health policy, health service delivery, health financing, good governance in medicine.

Experience:

Essential:

- At least five years of relevant experience in health system strengthening including good governance in medicine and/or health reform.

- Experience in project management, capacity building programmes, planning, monitoring and evaluation, developing and promoting collaborative partnerships.

Desirable: Work experience with UN Agencies.

-Proven ability to produce timely relevant information products including sitreps, policy reports, briefs, discussions papers, etc.;

-Knowledge of WHO and UN programmes Other Skills (e.g. IT):

Proficiency in standard MS Office software applications.

Use of Language Skills: Excellent knowledge of English and Arabic.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 52,100 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
