OBJECTIVES OF THE PROGRAMME

The objectives of the Health Emergencies and AMR team are to support Thailand in the area of anti-microbial resistance (support research, surveillance, infection control, antibiotic stewardship and through the CCS programme, M&E of national programme implementation) as well as in the area of public health emergencies and natural disasters (strengthen preparedness, IHR core capacities, risk assessment, health emergency information, infectious hazard management and emergency operations).

DESCRIPTION OF DUTIES

For anti-microbial Resistance (AMR), including through the mechanism of the WHO / Royal Thai Government Country Cooperation Strategy (CCS), assist the Programme Officer, Health Security and Emergency Response, in providing support to strengthen the following:

1. Generation of information, knowledge and evidence on AMR to inform policy, through surveillance and research, including in relation to patterns of resistance/susceptibility, antimicrobial use and levels of attributable AMR associated morbidity and mortality;

2. Optimizing the use of antimicrobial medicines, including through promotion of antibiotic stewardship programmes;

3. Promotion of effective healthcare related hygiene and infection prevention and control (IPC) measures;

4. Enhancing awareness, understanding and where appropriate, practices related to AMR in key stakeholders, through advocacy, education, training and behaviour change initiatives;

5. Supporting Monitoring and Evaluation of the implementation of the National Strategic Plan on AMR.

6. For public health emergencies and natural disasters, assist the Programme Officer, Health Security and Emergency Response, in providing support to strengthen the following:

Emergency operations, including:

  • health emergency operations centres,
  • response SOPs,
  • technical standards for health emergency operations,
  • logistics management systems, and
  • strategic stockpiles.

Health Emergency Information and Risk Assessment, including:

  • risk assessment of outbreaks or emergencies (including joint risk assessments),
  • monitoring of health service and response operations during emergencies.

Infectious Hazard management, including:

  • surveillance of Emerging Infectious Diseases through event based (EBS) and incident-based surveillance (IBS).
  • preparedness planning for high-threat infectious diseases.
  • capacities to prevent and respond to high-threat infectious hazards, including clinical management, infection prevention and control, laboratories and risk communication.

Preparedness and International Health Regulations, including:

  • IHR Core Capacities and emergency benchmarks,
  • all- hazard' preparedness planning at national / sub-national levels,
  • disaster risk reduction activities,
  • safe hospital' initiatives. In this context, functional duties will include the following:
    • Communicating WHO global and regional perspectives, strategies and recommendations through public speaking, presentations and other media;
    • Direct technical collaboration and advice during public health emergencies;
    • Technical review of proposals submitted for support by the WHO programme budget and determination of their overall relevance and importance;
    • Technical participation and pro-active monitoring of collaborative activities and follow-up as needed to ensure high quality and timely implementation, as well as appropriate documentation and reporting.

7. The incumbent may also be requested when appropriate to perform other duties as assigned and necessary.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in medicine, nursing, health-related science, emergency/disaster management, epidemiology. Desirable: Master's degree in Public Health (or equivalent); Training in field epidemiology and/or, training in public health laboratory (virology or microbiology).

Experience

Essential: At least 2 years of professional experience in public health; AND either field experience in conducting epidemiologic investigations of outbreak-prone diseases / emerging events of public health concern; OR Field experience in managing public health emergencies or public health components of emergencies.

Skills

  • Excellent communication and coordination skills in Thai and English language.
  • Proven abilities in technical capacity building, outbreak response, programme planning, implementation, and evaluation.
  • Proven abilities in knowledge management, technical writing, and public speaking.
  • Ability to work with diplomacy and tact in a multi-cultural and complex partner environment

REMUNERATION

Remuneration comprises an annual base salary starting at THB 1,588,105 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
