OBJECTIVES OF THE PROGRAMME

WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office (WCO INO) supports the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity. The Country Office develops a two-way collaboration with the Government of Indonesia to ensure that the core public health capacities for emergency preparedness and risk management are strengthened and national capacity is sufficient to prevent the spread of outbreaks.

DESCRIPTION OF DUTIES

Under the direct supervision of the TO-Preparedness and response and overall supervision of the TL-WHE, the incumbent shall perform the following duties:

1. Support WHE team in WCO INO to review current operational readiness of WCO INO such as BCP, CPs and SoPs under WHO country office operational readiness checklist and Emergency Response Operations manual;

2. Support WCO INO for providing necessary support for community resilience and engagement for health emergency/disaster preparedness, response and recovery;

3. Provide technical support to the MoH Crisis Center to review status of emergency/disaster preparedness and operational readiness and coordinate development of health emergency preparedness and response plan utilizing an all hazards approach at the national and sub-national levels and hazard specific scenario based contingency planning at districts of the province;

4. Support WHE team for closely monitoring disasters from natural hazards and health emergency events through the Health Emergency Operations Center (HEOC) of the MoH and government disaster management agencies;

5. Support WCO INO WHE team for providing technical support to MoH INO for Disaster Risk Reduction/Risk Management, CBRN activities, operational readiness, national EMT development, training, health cluster coordination and enhanced HEOC capacity by strengthening health emergency preparedness, readiness and response planning at national and subnational levels;

6. Participate actively in humanitarian country team working groups and health cluster meetings as necessary; and

7. Perform any other duties as assigned by TL WHE and WR.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree (Bachelor's level) in Medicine or Nursing or a health related field Desirable: Master's degree in public health or health emergency management

Experience

Essential: At least two years of experience in the area of health emergency management: health risk reduction/management, preparedness, readiness, operational response and recovery Desirable: Experience of working with UN agency or international agency with national health emergency programmes in/for Indonesia; health coordination or capacity building experience in health emergency management

Skills

• Comprehensive knowledge of the theory, principles, methods and techniques of health emergency management: risk reduction/risk management, preparedness, readiness, response operations and recovery

• Demonstrated ability to manage stress and difficult situations

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 548,124,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
