OBJECTIVES OF THE PROGRAMME

The mission of the Health Cluster is tocollectively prepare for and responds to humanitarian and public healthemergencies to improve health outcomes of affected populations in Myanmar,through timely, predictable, appropriate and effective coordinated health action.The Cluster operates in 6 core functions whichare: support to service delivery, assessment and public health information,planning and health response strategy, Monitoring and Evaluation of healthresponse, building capacity and advocacy.

DESCRIPTION OF DUTIES

Under direct supervision of Health Cluster Coordinator, and overall guidance by WHO Representative, the incumbent is to perform the following tasks:

  • Provide technical assistance in all six health sector/cluster core functions: support to service delivery, assessment and public health information, planning and health response strategy, Monitoring and Evaluation of health response, building capacity and advocacy, for a timely, predictable, appropriate and effective coordinated health action.
  • Oversee the subnational heath cluster coordination/units, to coordinate and implement the health sector/cluster workplan.
  • Provide operational and technical assistance for all aspects of the Health sector/cluster management
  • Collaborate with WHO country and regional expertise and teams, local authorities, UN partners, NGOs, and non-health actors, promoting and upholding the humanitarian and public health principles.
  • Contribute to needs assessment, strategic planning, resource mobilization, implementation and monitoring and peer review and evaluation across the Humanitarian Programme Cycle.
  • Contribute to timely and high-quality collection, analyses, production, and dissemination of Public Health Information System (PHIS) data and information. This includes response specific information (who, what, where, how many, how quickly, current status),Health Cluster situation update and bulletins, rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP).
  • Undertake field assessment and epidemiological surveys if/where needed, such as rapid assessments, and capacity surveys.
  • Provide ongoing technical guidance and training, to the team members and partners involved in the health sector/cluster and Humanitarian Programme Cycle.
  • Perform any other related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine (MBBS) from a recognized institute Desirable: Advance university degree on health planning, international health or Public Health area. Relevant trainings in health programme planning and budgeting

Experience

Essential: At least 2 years of relevant experience at the national or subnational levels in managing health emergencies or humanitarian crisis or related areas. Desirable: Relevant work experience in WHO, other UN agencies, relevant non- governmental or humanitarian organizations. Experience in developing and promoting collaborative partnerships

Skills

In-depth knowledge of health sector/cluster mission and functions, Humanitarian Programme cycle, Inter-Agency Standing Committee and humanitarian principles. Demonstrated skills in technical and operational management of health response in humanitarian crisis, in complex settings Demonstrated skills in capacity building, needs assessment, strategic planning, proposal and report writing. Knowledge of programme management and functioning of WHO and the UN system is an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 29,810 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
