Position Number: 438253, National Professional Officer (Health and Environment)

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

1. Conduct assessment for WASH (water, hygiene, sanitation, waste management), vector surveillance and control and infection control inventory and needs.

2.Recommend suitable vector surveillance and control and WASH interventions in response to emergencies and identified priorities, including the list of required material, cost estimation and project proposals.

3.Provide training courses for MoPH and implementing partner's staff on vector surveillance and control, water supply and sanitation.

4.Follow up and report country progress on vector surveillance and control and WASH activities including WASH in health facilities and for health activities. Identify gaps and propose remedial actions.

5.Conduct field visits to ensure applicability and appropriate implementation of the recommended vector surveillance and control, WASH and infection control activities in the health facilities and for the health activities supported by the WHO, for medical waste management, safe and dignified burial of infectious bodies, health staff and patients' protection.

6.Conduct required training for MOH staff and WHO partners to build up local competences and ensure the compliance with the WASH standards for all health activities and standards for vector surveillance and control.

7.Provide technical input in the introduction of updated guidelines and protocols according to WHO standards and adaptation of existing protocols according to changes in context, vector surveillance and resistance data.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in environmental health, water and sanitation engineering, or other related field, with specialization or training in environmental health and/or water and sanitation. Desirable: - Advanced university (Master's level or above) in public health water, sanitation and hygiene.

-Degree or training in computer applications in water and sanitation project design and related database systems.

Experience

Essential: At least two years of relevant experience in the assessment, management and implementation of vector surveillance and control projects and water and sanitation activities or projects. Desirable: Relevant work experience of WHO mandate and goals or in UN organizations/agencies, international institutions, health cluster partners, recognized humanitarian organizations or NGOs.

1.Demonstrated knowledge invector surveillance and control and in water and sanitation field with proven ability to identify and solve technical problems in difficult circumstances.

2.Excellent analytical and organizational skills, with proven ability to elaborate and implement projects.

3.Excellent interpersonal skills with ability to promote cohesive actions and convince officials with tact and diplomacy.

4.Ability to write in a clear and concise manner, and to present factual information.

5. Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 41,710 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
