OBJECTIVES OF THE PROGRAMME

The Environment Health and Climate Change Unit provides necessary technical support to Ministry of health, key stakeholders and government counterparts on areas such as water and sanitation, health care waste management, building health sector resilience to climate change and creating awareness on impacts of climate change on human health with the aim to address vulnerabilities, adapt and mitigate climate sensitive health risks. The overall goal of the programme is to reduce the burden of disease related to environmental determinants of health including water, sanitation and hygiene and developing capacity of health sector and communities and reduce health impacts from climate change related events. The incumbent is therefore, expected to work in close coordination with multiple stakeholders and partners to provide support to facilitate trainings, conduct workshops, implement field activities as per the requirements of Environment Health, WASH and Climate Change programs of the government and WHO

DESCRIPTION OF DUTIES

Under the supervision of the and Technical Officer, Climate Change and Health, and WHO Representative NO-A will provide technical operational and administrative support to plan, implement, monitor, and evaluate the WHO Biennial Workplan Pillar 3 Environment Health Activities, and implement Climate Change Programme under the Global Environment Facility (GEF) project

- Building Resilience of Health Systems to Climate Change Programme. In addition, incumbent will work closely to implement Environment Health, Climate Change and WASH related donor projects as needed. The incumbent will also work closely with the Ministry of Health's Department of Environmental Health, Secretary of State of Environment, Ministry of Public Works, ANAS IP and District Public Health Officers (Environmental Health) in all municipalities and relevant government ministries to perform a variety of technical, administrative, coordination and logistical services.

- The incumbent will perform the following tasks:

  • Provide support to the government to implement biennial workplan Pillar 3 Environment Health, Climate Change and WASH related activities in consultation with the supervisor.
  • Provide coordination and technical support in the development of policies, strategies, guidelines, and SOPs related to Environmental Health, Climate Change and WASH programmes Develop detailed programs and coordinate necessary arrangements for any technical missions/field visits related to the programme.
  • Facilitate trainings and coordinate necessary logistics to implement programme activities Collaborate with relevant national and international agencies to jointly implement the Environmental Health, Climate Change and WASH programme to avoid duplication of efforts.
  • Attend and participate in national/regional/global meetings/conferences and provide coordination and technical support to country delegation as and when needed
  • Provide support to coordinate donor funded projects in relation to Environment Health, Climate Change and WASH.
  • Facilitate to prepare necessary documentations and meetings for contractual processes and provide support to process APW, DI, DFC, GES and any other contract modalities in the GSM and follow up the activities and submit as per deadline and ensure all encumbrances gets cleared on time Closely follow up with Finance and Procurement team for reviewing the proposals, detailed budget and follow-up of technical and financial reports according with the timeline.
  • Work closely with relevant departments/divisions to ensure good coordination and collaboration in programme and work-related activities and encourage environment sustainability.
  • Bring innovate ideas and creative solutions to implement programme activities and be keen to learn and gain technical knowledge and skills in the field and for personal growth
  • Conduct regular meetings, supportive supervision, monitoring and evaluation of programmes Prepare administrative/financial/technical reports related to Environmental Health, WASH & Climate Change programmes as per guidance from Supervisor
  • Any other duties as assigned by WR or Technical Officer for Climate Change and Health

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in environmental health, public health, or related field from a recognized university. Desirable: Master's degree in environmental health, Epidemiology and/or public health

Experience

Essential: A minimum of one year of experience in coordinating, planning, implementing activities/programmes/projects on environmental health, climate change and WASH programmes in Timor-Leste. Demonstrated experience working for environmental health and WASH programmes in health sector Desirable: Good knowledge of WHO/UN administrative and financial rules, processes and procedures

Skills

Proven knowledge of compliance procedures. Specific knowledge of rules and policies pertaining to WHO Environment Health, Climate Change and WASH programmes would be a strong advantage. Thorough knowledge of administrative and management principles and practices, including planning of activities Knowledge of evaluation methodologies would be an advantage. Excellent oral and written communication skills including ability to communicate complex ideas and solutions and to share technical information with non-technical colleagues. Service oriented attitude. Ability to work closely in harmony with internal and external clients at all levels. Comfortable with providing user training and support. Excellent organizational skills and attention to details. Capable of following up issues until completion. Must be able to work on multiple tasks concurrently and autonomously manage time and prioritize work and devise creative solutions to difficult challenges. Must be able to work with multiple national, international stakeholders including UN Partners

REMUNERATION

Remuneration comprises an annual base salary starting at USD 20,092 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
