The mission of WHO's Health Emergencies Programme is to help countries, and to coordinate national and international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties:
1. Provide technical advice at country level on priority issues such as: emergency preparedness, surveillance and response; strengthening health systems, operational readiness and essential public health functions.
2. Ensure that humanitarian health assistance is in line with international standards and local priorities.
3. Liaise with the health partners to ensure that all activities are performed in line with existing strategies and plans and carry out ongoing monitoring and reporting on these activities.
4. Contribute effectively to the implementation of interventions and activities for prevention and control of disease outbreaks during and after emergency situations
5. Conduct regular assessment of health needs for affected population and recommend required strategies.
6. Collect and analyze data and information required for any WHE-related documents to be presented to WHO Governing bodies, for the work and deliberation of an IHR Emergency Committee or an IHR Review Committee or a technical consultation, when convened.
7. Act as focal point for emergency preparedness and response and collaborate actively with, the WHE/Incident Management team in the country and in the Regional Office in case of a graded emergency.
8.Work closely with MOH and other health stakeholders to ensure that updated information onaffected population figures and their health status is readily available.
9. Arrange and compile materials for trainings and other capacity building activities for health personnel in the Mobile clinics and in health facilities.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in medicine, Public Health or related field Desirable: Sound understanding of emergency response.
Experience
Essential: At least 2 year of experience required in health sector coordination with emphasis on emergency response. Demonstrated knowledge of health sector activities in the context of emergency response relief. Desirable: Experience in international institutions or NGOs is considered an asset
Skills
• Good Knowledge of health sector activities in developing countries and/or in the context ofemergency response relief, or preparedness for epidemic-prone diseases.
• Good Knowledge of rapid response operations and their implementation in emergencies as related to public health.
• Good skills in the assessment, surveillance and monitoring in the context of emergency situations, Excellent interpersonal skills and ability to work under pressure.
• Tact, discretion and ability to promote consensus.

REMUNERATION
Remuneration comprises an annual base salary starting at LYD 44,994 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
