OBJECTIVES OF THE PROGRAMME

To reduce avoidable mortality, morbidity and disability in emergencies and to work together in partnership to harmonize efforts & use available resource efficiently for the benefit of the affected people in order to provide coordinated best possible health response.

DESCRIPTION OF DUTIES

Under the direct supervision of Medical Officer, Public Health, and the overall guidance of the WHO Representative to Maldives, the incumbent shall perform the following job responsibilities:

1. Provide technical support and coordinate development of Plans, Strategy and Guidelines for best public health practices in emergencies with focus on preparedness and response.

2. Coordinate organization of trainings, workshops, meetings, and simulation exercises on comprehensive Emergency Risk Management for health and disaster management officials.

3. Maintain liaison with MOH, NDMC and other relevant ministries, UN bodies, development partners, I/NGOs and other stakeholders for information management and coordination.

4. Monitor all matters related to procurement of emergency drugs and medical supplies, anticipate needs, and take follow-up actions as and when necessary.

5. Carry out advocacy for the functionality of health facilities in order to ensure quality health services following any disasters.

6. Assist in conducting needs assessment, identify critical gaps and provide assistance to fill up the assessed gaps for disaster risk reduction.

7. Support to Ministry of Health to prepare and respond to Emergencies, strengthen surveillance, and enhance laboratory diagnostic capacities in Maldives.

8. Participate & assist in facilitating in various types of meetings, workshops, trainings, and drills related to emergency risk management.

9. Coordinate risk assessments in cases of outbreaks for preparing appropriate response and facilitate development of risk communication strategy and plan.

10. Support Maldives Food and Drug Authority and Ministry of Health to implement National Action Plan on Antimicrobial Resistance and to strengthen the Food Safety program.

11. Provide technical support to Ministry of Health team to strengthen the country's IHR 2005 core capacities and strengthen migrant health.

12. Support the Health Protection Agency and Ministry of Health to strengthen the National TB Program to end TB in Maldives.

13. Perform any other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine or University degree or diploma in public health or disaster management Desirable: Master's degree in public health, or disaster management would be an advantage

Experience

Essential: Minimum two (2) years of relevant experience at national level in health emergency risk management including planning & implementation in Maldives. Desirable: Experience in WHO, other UN Agencies or in a large multi-national or international organization.

Skills

1. Ability to interact with and advise Ministry of Health counterparts on technical areas related to comprehensive emergency risk management.

2. Current knowledge of Disaster Risk Reduction (DRR) issues and policies, UN Humanitarian Reform & Architecture and WHO's Emergency Response Framework (ERF) is required.

3. Ability to work harmoniously as a member of a team and adapt to diverse educational and cultural backgrounds.

4. Ability to work under tight deadlines with self-initiative.

5. Ability to develop plans and proposals.

Desirable: Analytical, negotiation, communication and advocacy skills will be an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at MVR 504,256 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
