The incumbent works within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans such as the Education for Sustainable Development post 2015 plan. More particularly, the incumbent will: Long Description ---------------- **Programme and Project Work** - Participate in the conceptualization, design, planning, development, coordination, monitoring and implementation of the Field Office’s Education Strategy and its corresponding programmes, projects and activities. - Identify focus areas within national priorities and propose alignment of these priorities with UN (Education for Sustainable Development 2015) and development partners’ approaches and strategies. - Develop, plan and implement, as assigned, Field Office research activities on policy topics / issues pertinent to education development in the Duty Station to expand the knowledge base for evidence based policy making. - Undertake relevant socio-economic, statistical and analytical work on a wide range of issues related to education policy, planning and education sector management. Perform national capacity building related activities. - Coordinate and plan work activities in the Field in assigned areas of focus. - Monitor regular and extra budgetary funded project, activity and programme implementation and outputs within the Field Office. - Contribute to the evaluation of, and report on, projects and programmes. - Participate in C/5 work plans and policy formulation discussions and other think tank activities. - Contribute to inter-disciplinary work in the Field Office in the region. - Participate in UNDAF/ Delivery as One planning and implementation, as well as in other joint collaboration with development partners and stakeholders, through identifying and / or concretizing joint programming / programme opportunities. Long Description ---------------- **Advice and Knowledge Management** - Contribute to the provision of policy advice and technical assistance to Ministry of Education, to prepare and implement country level co-operation programmes, and implement research and analytical work. - Provide advice and technical support and backstopping to other UNESCO Field offices, peers and colleagues. - Advise on applicable tools, policies and resources in area of own expertise. - Analyze, evaluate and contribute to the development of Education Sector wide approaches and strategies, in consultation with relevant stakeholders and members of the UN Country teams (UNCT). - Research, recommend and contribute to the development and expansion of a knowledge base. - Enhance information and knowledge management processes for internal and external users of ICT in Education knowledge while ensuring the dissemination and exchange of information by collection, updating, analyzing and making retrievable information on ICT use in education. **Networking and Partnerships** - Liaise with colleagues within the Sector and in other Sectors, in own and other Field Offices, Headquarters, Category I Institutes in Education and stakeholders to discuss developments and to archive information on Education initiatives, baselines, impact measurements. - Contribute to UNESCO’s involvement in the UN project management systems. Leverage relationships within and across teams at UNESCO while building external partnerships and mobilizing resources with a view to increase the depth and reach of activities. - Contribute to the mobilization and coordination of national, regional and international partners working on education sector/strategy issues for the country. - Coordinate and expand networks, organize national capacity development workshops and promote knowledge sharing through portals and other means. - Work with stakeholders and public and private partners to support the development and implementation of national education policies, strategies and plans, monitoring and evaluation.
