OBJECTIVES OF THE PROGRAMME

To advise the Administration on all medical matters relating to WHO staff in the Region, particularly medical adjudication, occupational health and safety, preventive health care and health promotion and education. To promote proactive occupational health policies and best practices and procedures in the medical services in conjunction with Administration and in collaboration with SHW/HQ and UN Medical Directors Working group with the objective of optimizing the health and well-being of WHO staff in the South-East Asia Region. The Regional Medical Services will provide clinical services including medical consultations and emergency medical care during office hours.

DESCRIPTION OF DUTIES

Under the direct supervision of the Regional Staff Physician (RSP) and in close interaction with the RMS team, the incumbent performs the following duties:

Clinical Activities:

• Respond to the queries of the staff/non staff in reference to basic medical/nursing matters vaccinations, referral to appropriate specialist or health care facility - in consultation with the Regional Staff Physician.

• Manage day to day First-Aid calls, nursing consultations and administer medication for routine/ minor ailments.

• Provide required support and counselling to staff in coordination with UN Counsellor and Regional Staff Physician.

• Ensure compliance and coordinate medical examination of staff members and required physical exams including pulse, weight height and blood pressure measurements, performing electrocardiogram, scheduling appointments with the Regional Staff Physician and ensuring a completed medical file and presentation of the case.

• Review medical file and reports of medical exams performed by authorized physicians outside the Regional Office with an aim to advice on personal risk factors, hygiene, preventive health measures stress management and lifestyle modifications - In consultation with the RMS doctor.

• Briefing of the newly appointed staff members as well as of the staff travelling on field visits on vaccination and other prophylactic requirements, available medical facilities, hygiene conditions and any other medico-administrative matters.

• Administer routine/annual vaccinations to staff and their dependents and keep updated records.

• Oversee the medical clearance status and validity of staff members and SSAs and present required information for communication to Country offices viz., medical clearances and other medico-administrative matters.

• Organize medical assistance during large official meetings.

Health Promotion and Occupational Health:

• Organize annual vaccination campaigns

• Coordinate with the Hospitals for organizing health promotion activities including medical screening/check-up camps for staff members

• Monitor and advice on specific health hazards; potential risks and hygiene conditions in the workplace, including in the cafeteria.

• Workspace assessment to address issues related to ergonomics and provide appropriate advice to staff in consultation with RSP

Emergency Preparedness:

• In the event of an Emergency/Disaster situation, preparation of a draft guidance document on preventive measures related to the emergency to include preventive health measures, safety and preparedness measures, travel advice and guide on risk assessment.

• Responding to staff enquiries and advising staff and dependents, coordinating with health care facilities, facilitating tele-consultations with specialists and hospitalizations, as required.

• Facilitating procurement and distribution of essential medicines, consumables and medical equipment to staff in the Region when required, on priority basis.

• Support RSP during any medical evacuation.

Medico-administrative support:

• Maintaining and updating medical records of staff and contractual staff ensuring medical confidentiality as well as tracking / organizing the periodic medical examinations and vaccinations/prophylactic requirements of staff members.

• Support RSP in reviewing the cases of sick leave and special leave under insurance cover (SLIC).

• Facilitate recruitment and exist medical examinations.

• Evaluate and update the stock requirements of equipment's, vaccinations, medicines, consumables and first aid kits. • Support RSP to coordinate and liaise with WHO/HQ on policy and staff health matters.

Administrative matters:

• Manage GSM operations of RMS activity workplans and human resources plan; monitor implementation; review encumbrances and prepare periodic reports for discussions with the RSP and assist in monitoring effective use of the human and financial resources of the unit.

• Perform any other duties as assigned by RSP within field of competence.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Nursing Desirable: Training in Cardio-Pulmonary Resuscitation and first aid.

Experience

Essential: Minimum one year of clinical experience Desirable: Experience in WHO or in another UN/International organization would be an advantage.

Skills

- Nursing competence with respect to emergency medicine, first-aid, occupational health, travel health, office ergonomics and health promotion Use of medical equipment viz., defibrillator, ventilator, nebulizer, ECG etc- Thorough knowledge of modern office procedures and practices. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.- Ability to handle work in a timely and accurate manner with tact and discretion, as required.- Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training- Very good interpersonal skills.- Ability and skills to manage high profile and sensitive/classified information

Other skills (eg IT): Proficiencyin the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook, etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable.

REMUNERATION

Remuneration comprises an annual base salary starting at INR 1,636,976 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
