OBJECTIVES OF THE PROGRAMME

The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories and areas, by supporting them to reach national health goals and contribute to global and regional public health action. WHO utilizes the Country Cooperation Strategy (CCS), a key element of the Country Focus strategy, as a strategic management tool to create synergy and alignment between WHO leadership priorities and national health policies, strategies and plans as well as United Nations Development Assistance Framework (UNDAF). Creating this synergy and alignment will be essential to advance WHO's organizational effectiveness and ensure WHO's relevance at country level

DESCRIPTION OF DUTIES

  1. Steer the preparation of strategic and operational plans and budgets in consultation with the technical staff and specialists in the RO to ensure integration of the regional wide inputs and the coherence of plans and budgets with WHO wide planning, budgeting and reporting framework. Enter workplans in GSM, linking outputs (OSERs) with tasks ensure accurate structuring of the financial data in compliance with donor's requirements. 2. Analyze all country workplans (including EHA) to ensure proper distribution of funds received by WCO, map funds to the correct outcomes and outputs, monitor delays in project implementation and expenditures, bringing such to the supervisor's attention, proposing action with a view to negotiate project extensions as necessary, reprogramming and rescheduling budgets and activities as appropriate and in compliance with donors' agreements and procedures.3. Track the status of all emergency project proposals from drafting stage to their final acceptance by donors, provide advice to technical staff on the preparation of project proposals, budgets, detailed plans of action, drawing their attention to rules and regulations, procedures and practices, as well as the need for timely submissions to allow release of funds.4. Oversee the initiation of APWs and DFCs by Programme Assistants; ensure accuracy of data and actions, the receipt of signed contracts, reports, finalizing payments by FIN/GSC and clearance of any outstanding payments.5. Analyze encumbrances, expenditures, awards expiration and funds to be carried over on regular basis to ensure timely disbursement of funds, initiate expenditure batches, and prepare required document to enable FIN/EMRO finalize required actions.6. Train the country office staff on planning, budgeting, monitoring, reporting and on use of all the related tools, provide substantive advice on preparation and organization of the Joint Programme Review Mission (JPRM) and coordinate inputs from different programmatic categories. 7. Extract different financial reports and information from GSM on regular basis, develop reports highlighting to technical staff the essential data to enable strategic decisions and reporting, as well as adapt information provided by responsible technical officers into the format allowing analysis by senior management and decision making. 8. Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in business administration, accounting, management or a related field. Desirable: Training or experience in public health, training in project management

Experience

Essential: At least two years of relevant experience at the national level in project management, resource planning support and budget management Desirable: Experience in partnership dialogues across diverse national and international actors

Skills

Sound organizational, analytical and evaluation skills, completed by a good knowledge or understanding of donor agreements and reporting requirements, UN financial rules. Working knowledge of information management systems. Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy. Ability to write in a clear and concise manner and to convey written information in an effective manner.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 50,730 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
