OBJECTIVES OF THE PROGRAMME

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways.

The Country Office develops collaboration with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.

Within this framework, the objective of the immediate Unit, PM&E, Gov/Donor Relations, Reporting and Communications, is to provide expertise and enhance the capacity of the Country Office for planning, monitoring, evaluation and reporting as well as to act as the focal point to strengthen partnerships and donor relations in a coordinated manner. The Unit will also define and implement communications plans and strategies in order to maintain and enhance the visibility and reputation of WHO. This specific position will contribute to the overall planning and monitoring of WCO Nepal collaborative biennial workplan in line with WHO Global Program of Work, Programme Budget (PB) guidelines and evaluation of policy and support Ministry of Health and Population (MoHP) in policy and planning of health sector programs in context of Universal Health Coverage.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative and the direct supervision of the Head of the Programme, Monitoring and Evaluation Unit, the incumbent will perform the following:

1. Assist in coordinating strategic and operational planning, including periodic technical reporting on the implementation of the workplans;

2. Analyze technical priorities, financial implementation and provide sound advice on resource allocation, planning and management; programmatic options. Monitor budget ceilings and PB allocations, HR Activity workplan implementation and arrange for programme changes as and when required to ensure smooth implementation of programmes;

3. Liaise and coordinate with technical teams and PPC/SEARO on planning, implementation, monitoring and reporting requirements;

4. Coordinate within external development partners and the UN agencies on joint situational/needs assessments or prioritization exercises in order to set synergetic complimentary programmes;

5. Provide information required for regular monitoring and reporting of WHO contribution to the progress towards UNDAF outcomes and sector-wide goals;

6. Plan, liaise and coordinate for internal and external programme evaluations and reviews to assess the WHO contribution in the country, the implementation of its country cooperation strategy;

7. Facilitate training sessions within the WCO and for the national implementing partners on WHO standard implementation guidelines and modalities, rules and regulations and set up measures to enforce full adherence across the programmes;

8. Support and advise programme teams within and outside WHO on the evaluation results and recommendations in line with WHO evaluation policy; and

9. Carry out any other duties as assigned by supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public/business administration, international relations, public health or social science. Desirable: Advanced university degree in Social Science, Public Health, Project Management or related field.

Experience

Essential: At least five years working experience in the field of Health Systems/Health Information Systems, including experience in programme monitoring, reporting and evaluation. Desirable: Relevant professional experience in an international organization in planning, monitoring and evaluation, financial administration would be an asset.

Skills

1. Technical expertise and overall attitude at work are also required mandatory competencies.

2. Good knowledge of the WHO global program of work and PB guidance for biennial planning, monitoring and evaluations. Broad based knowledge of the country's needs and priorities in various health system strengthening areas and good administrative knowledge of functioning of ministries and other related departments/agencies.

3. Thorough knowledge of programme monitoring, reporting to donors and respective tools.

4. Ability to analyse programme reports and budgets and prepare status reports.

5. Ability to draft reports/proposals/prepare presentations and proficiency in Microsoft Word, PowerPoint and Excel.

6. Ability to work in a multi-cultural environment, respecting individual and cultural differences.

REMUNERATION

Remuneration comprises an annual base salary starting at NPR 3,639,139 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
