OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

DESCRIPTION OF DUTIES

Contribute with technical knowledge to the implementation of the EU Central Asia COVID-19 Crisis Response Project in Kazakhstan with a particular emphasis on continuum of essential services and health system aspects. Within the framework of the Project, the purpose of the position will be the day-to-day running of the project in a national context, liaison with national authorities, partners, preparation and monitoring of workplans, daily oversight of the project budget and financial implementation vis-a-vis EU funding requirements.The nature of the proposal is related to the different programmes that have been affected during and after COVID-19. The interventions designed in the proposal that are to be implemented refer to health interventions that fall under the country health profile programme essentially.

Key duties:

Support Technical Officer in providing regular overview of the impact of COVID-19 on the health system in Kazakhstan, regularly monitor relevant information sources of the Ministry of Health and its agencies and provide inputs to the WHO CO team to improve alignment of the activities with the developments on the ground;

Support implementation of the health system strengthening with a focus on improvement of the multisectoral collaboration, case management capacities for communicable and noncommunicable diseases at the national level;

Support activities to strengthen implementation of the National roadmap on combatting antimicrobial resistance (AMR) through collaboration with the relevant national stakeholders and WHO technical units;

Contribute to the relevant policy advise documents, assessments, reports, action plans and other products delivered withing the frames of the EU project;

Contribute to the development of the disease specific communication and community engagement strategies or action plans (e.g. communicable and noncommunicable diseases) and facilitate implementation of behavioural insights research for support of health policy process; in coordination with MOH, relevant partners and the UN Country Team;

Provide daily management, monitoring and technical support regarding the assigned programmatic activities at country level, and ensure effective coordination and collaboration among related institutions, local and international partners and NGOs;

Support on-going monitoring and evaluation of the performance against the targeted results in accordance with the WHO and/or donor requirements;

Provide regular updates on a consistent basis to various internal and/or external stakeholders and prepare progress reports (highlight, midterm, final, etc) as per the needs and in line with any specific requirements in play and within the set deadlines;

Provide support in developing, updating and adapting relevant strategic, technical or operational guidelines, tools to the health system of Kazakhstan on relevant areas of work such as prevention of NCDs, immunization, behavioural insights, SDGs and in coordination with relevant international and local partners, as well as WHO EURO regional office;

Liaise with administration and logistics in order to ensure timely implementation of the related technical activities;

Ensure day-to-day management of the project in a national context, liaise with national authorities, partners, project teams; prepare and monitor the implementation of workplans, endure daily oversight of the project budget and financial implementation vis-a- vis EU funding requirements;

Perform other duties as required by the supervisor for the successful implementation of the assigned tasks.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in medicine, epidemiology, public health or similar area relevant to the position. Desirable: University degree (Master's level) or training in any of the above fields.

Experience

Essential: At least two years of relevant experience in public health at national level. Demonstrated experience working with multiple stakeholders such as, but not limited to, national policy makers, international partners or NGOs in the area of public health. Desirable: Demonstrated experience in planning and/or coordination and implementation of health-related projects or programmes. Relevant experience with(in) WHO, UN agency or international organizations

Skills

Demonstrated knowledge of the goals of international organizations (United Nations system, donors, major non-governmental organizations) and European Union-funded health projects in the country.

Excellent communication and interpersonal skills; tact, discretion and diplomacy.

Emotional intelligence.

Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at KZT 15,806,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
