OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels

DESCRIPTION OF DUTIES

To assist the WHO Representative in coordinating the technical and operational support to the planning, implementation, monitoring and evaluation of the country work as defined in Biennial Collaborative Agreement (BCA)..This includes preparatory processes and gathering background information from the country in the area of vaccines, tuberculosis and antimicrobial resistance, supporting missions and other means to deliver results.Key duties: 1. Prepare technical progress reports for WHO activities in the area of vaccines, tuberculosis and antimicrobial resistance in the country, attend internal and external monitoring and evaluation meetings, project oversight meetings and debriefing sessions as needed2. As requested by the WR, initiate and attend weekly coordination meetings with the Ministry of Health and project partners; in order to facilitate the collaboration. Keep minutes and perform follow up focused at identifying main challenges, risks and bottlenecks for the successful implementation of projects and suggests solutions to remedy/ mitigate these risks/ threats.3. Identify and document topics of interest for WHO CO and WHO/EURO general and niche audiences via desk reviews, interviews, field visits etc; the incumbent pitches the story ideas to supervisors and prepares the first drafts and the visual support materials (photos); reviews the 2nd versions prepared by EURO (fact checking); the incumbent performs due diligence ref potential collaboration with various stakeholders and background checks on persons for human -interest stories.4. Inform quantitative and qualitative research methodologies (reviews the target groups, research questions/synopses, survey questionnaires and interview guides); conduct qualitative social research as facilitator (such as in-depth interviews and focus group discussions); prepare draft reports with research findings.5. Assist the WR in technical and liaison activities with the Regional Office and support the effective implementation of all WHO activities in the country in the areas of vaccines, tuberculosis and antimicrobial resistance, as elaborated in the BCA, CCS or other WHO action plans.6. As requested by the WR, link with institutions, associations and non-governmental agencies and scientific bodies, for exchange of information, coordination of activities.7. Assist in preparations of missions to the country and support consultants in country or on missions to neighbouring Member States.8. Other duties, as requested by the supervisor(s).

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in medicine, public health, relevant social or political sciences or economics. Desirable: Master's degree or relevant postgraduate training in one of the above areas. Project management certification.

Experience

Essential: At least one year of relevant national professional experience working in the areas of public health, health systems, communicable diseases and/or international development. Desirable: Relevant work experience with(in) WHO, the UN or other international organization or entity active in the health sector.

Skills

Demonstrated knowledge of the public health context in the country.Analytical skills. Proficiency in standard computer applications e.g. electronic communication, database searches and management, word processing, spreadsheets, presentations and planning software.Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at RON 90,943 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
