You have:
- Advanced university degree in a field related to Agriculture, Engineering, Business Administration/Management or related fields.
- Over seven years of relevant and current experience.
- Working knowledge (native or Level C) of Russian and English, working knowledge of another UN language considered an asset.
- Russian nationals or resident in the country with a regular work permit.
Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) leads international efforts to defeat hunger and to support development in member countries in the areas of agriculture, fisheries and forestry. FAO’s mandate is to raise levels of nutrition, improve agricultural productivity, better the lives of rural populations and contribute to the growth of the world economy.
The Liaison Office with the Russian Federation (LOR) is responsible for the liaison with the Government of the Russian Federation, the country’s civil society, academic and research institutions, the private sector and its associations and the International Organizations based in the Russian Federation. The position is located in Moscow.
FAO has recently approved its new Strategy for Private Sector Engagement (2021-2025) which envisages private sector engagement for food systems transformation, measurable sustainable impact, ultimately contributing to the Sustainable Development Goals (SDGs).
In order to successfully implement the new Strategy and capitalize on the opportunities at the country level, FAOLOR is seeking a consultant to support the work of the Office. FAO envisages that private sector engagements will bring strategic partnerships, scale up collective multi-stakeholder efforts, and bring regional/ subregional/ country-owned and led innovative solutions.
Reporting Lines
The consultant will work under the direct supervision of the Director of the Liaison Office (FAOLOR Director), and in close cooperation with other LOR personnel, REU Partnerships Officer and Regional Private Sector Consultant and the Private Sector Partnerships Division in Rome HQ (PSRB).
Technical Focus
The consultant will support country-level private sector scoping, outreach for engagement, and FAO staff capacity development, as well as support the use of the new FAO private sector Connect portal as a key tool.
Tasks and responsibilities
Private sector scoping and engagement
Cultivate existing and scope potential private sector engagement according to country priorities and specificities, including multiple country level engagements (as prioritised by FAOLOR management), and scoping new and strategic engagement opportunities with a diverse array of private sector entities (including Global Compact National Association,) at the country level.
Prioritise key private sector entities with which to engage and through appropriate channels to deliver on country specific priorities, means and mechanisms to engage, including through traditional and new areas of engagements, e.g. policy dialogue/Public-Private Partnership platforms (PPPs)s, data and knowledge sharing, experts, support for SDG financing and investment and where feasible resource mobilization.
Identify and implement opportunities for forums and engagement with stakeholders, such as roundtables and national dialogues based on priority areas identified, and assist in the conceptualization, planning, organization of country events and dialogues with the private sector.
- Prepare talking points for the Director/Deputy Director - Sr. Liaison Officer for the events organized by private sector counterparts. Prepare, upon request, summary notes/reports for events attended.
Partnership Management
- Network and establish dialogue and relationships with key stakeholders;
- Support the LOR management in the development and management of private sector engagements and partnerships, and where applicable the need to pursue formal partnerships agreements, in close consultation with PSRB
- Contribute to the annual private sector regional report.
CONNECT portal
- Promote wide use of the CONNECT Portal and gain feedback for improvement - both internally within FAOLOR, as well as externally with partners and prospective partners as an outreach tool of FAO’s engagements with the private sector;
Utilize and input data in the Connect portal, as a CRM tool for private sector engagements, and provide support to other LOR personnel as required.
Perform other related duties, as requested.
Expected Outputs:
Private Sector scoping and engagement
- Private sector scoping exercise for select country priorities.
- Country engagement plan developed to further engage private sector entities as directed by FAOLOR management.
- At least 1 country level and 2 subnational level workshops to engage private sector stakeholders, where FAO’s overarching Private Sector Strategy, priorities and Connect Portal are also promoted.
Partnerships management
- Minimum 10 private sector entities, according to needs and priorities of the country, engaged, including formal agreements entered into, as necessary.
- Existing and new Partnerships active and maintained.
CONNECT portal
- CONNECT portal actively utilized and maintained for a regional and growing country perspective. Feedback for improvement communicated to PSR.

Technical/Functional Skills
- Work experience in more than one location or area of work, particularly in field positions is desirable.
- Work experience in the private sector, including at managerial posts, is desirable.
- Knowledge of technical aspects of industrial production, processing, logistics and sales is desirable.
- Experience of working with international organizations is desirable.
- Ability to establish good working relationships and team spirit both inside the Organization and with the external partners such as government officials, UN partners, donors and/or NGOs.
- Good oral and written narration skills, concise drafting ability.
- Strong sense of responsibility, ability to work and deliver under pressure and time constraints.
