Under the direct supervision of the Representative, the Communications and Partnerships Specialist supervises the communications team of 2 consultants (Graphic Design and Social Media) and designs and develops an innovative and above all relevant CO advocacy strategy. The incumbent works across all CO program areas inspiring and empowering them to translate the regional and country goals into specific solutions and results - in particular - concerning the approach adopted by UNFPA in “Red” quadrant countries, based on development of national and local capacities, advocacy and resources mobilization.

Coordinate the implementation of the Country Office Communications and Partnerships / Advocacy Strategy:

  • Review, revise and continuously update the Country Office Communications and Partnerhips Strategy in close consultation with senior management and programme teams, together with other members of the team;
  • Manage the implementation of the communications strategy, preparing annual work plans and updating the same on a regular basis;
  • Helping enhance the information flow and visibility of UNFPA emergency assistance while highlighting sexual and reproductive health, gender and gender-based violence in humanitarian response.
  • Provide guidance to all personnel that may be working with individual programme areas (e.g. the census operations) to ensure the correct representation of UNFPA;
  • Oversee the development of all types of methods of communications - print, TV, radio, web, photo, including speeches - to reach media, social media and public;
  • Oversee the development of all in house communications design work – especially for social and other media platform dissemination;
  • Ensure that all outgoing communiqués to high-level officials are written according to protocol and professional standards;
  • Organize and facilitate training sessions to improve and increase media/communication skills and capacity of Country Office programme officers;
  • Organize and facilitate training sessions to strategic media focal points on UNFPA’s mandate and relevant topics;
  • Coordinate media activities around events with a strategic impact; and oversee the UNFPA’s Country Office web news portal, ensuring a timely, accurate and comprehensive content.

Provide strategic advocacy and analysis to Senior Management and Office:

  • Promotes awareness about UNFPA centrality to the ICPD agenda through the dissemination of strategic information and materials;
  • Collects, analyses and disseminates information on sexual reproductive health and rights (including HIV/AIDS), adolescents and youth, SDGs, gender equality, GBV and humanitarian assistance in cooperation to Programme lead;
  • Support management to maintain good relations with the Government, UN agencies, donor counterparts and (inter)national media to enhance cooperation and ensure coherence in public information activities and messages;
  • Liaise with the UNFPA Information and External Relations Division and the UNFPA LAC Regional Office to align the Country Office's work with UNFPA's regional and global communications efforts;
  • Monitor relevant global, regional and national news media to identify trends in coverage priorities to effectively position UNFPA media outreach and respond to misinformation;
  • Identify pro-actively and act upon communication opportunities and challenges;
  • Provide guidance and support to Senior Management in planning and implementing advocacy and communication activities that project UNFPA’s branding and image accurately and effectively;
  • Ensure strong linkages between the Country Office M&E system, Communication Strategy and the Resource Mobilization Strategy.

Enhance the capacity of the Country Office to build reliable and sustainable partnerships and advocate effectively:

  • Participate in the UN Communications Group and provide support to the UN overall Information & Communication activities aimed to enhance the image of the UN in Haiti;
  • Establish cooperation with other Information & Communication representatives of other agencies to create synergies;
  • Assist in evidence-based advocacy efforts for the ICPD agenda with national institutions and other UN agencies represented at the national level;
  • Pursue innovative ways to maintain and create new partnerships with government and nongovernment agencies; and
  • Maintain a continuous flow of information with government and external development partners.

Performs other job related duties as assigned by the UNFPA Representative and/or Deputy Representative required to ensure the success of the Country Programme.

Our ideal candidate has:

Education:

  • Post-graduate university degree in Communications, Public Relations or other related field

Knowledge and Experience:

  • 2 years post Master’s degree of progressively responsible professional experience in the field of development and population activities, including communications strategy designing, implementation and management.
  • Demonstrated ability and experience with media (written, audio and visual press) relations in and outside Haiti.
  • Proven ability to lead and manage teams to achieve demonstrable results.
  • Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.
  • Field experience in the countries with similar cultural backgrounds as Haitian is a strong asset.
  • Ability to work in a pressured / crisis environment with strict deadlines
  • United Nations and /or International NGOs experience is an added advantage

Languages:

  • Fluency in Creole and French (working language) as well as English is required. Working knowledge (especially ease of understanding written and spoken) Spanish is required.
