Background

The Lebanese Working Group on Palestinian Refugees, which became later known as the Lebanese-Palestinian Dialogue Committee (LPDC), was created in November 2005 by the Council of Ministers, in response to the goal set by the Government of Lebanon (GoL) to improve the living conditions of Palestinian refugees in Lebanon. The UNDP project seeks to strengthen the capacity of the LPDC (2020-2023) and to enable the Government of Lebanon to set up a comprehensive policy on the Palestinian refugee issues, with a view to improving their living conditions. Project components include:

  • Output 1: Strengthen Dialogue facilitation and conflict prevention capacity;
  • Output 2: Support Legislative Reform agenda;
  • Output 3: Strengthen strategic Communication and Coordination roles;
  • Output 4: Increase Policy research capabilities;

Under the Output 3, the LPDC has been working on its communication component, which consists of developing the communication strategy, building and designing the website, and enhancing the reach of its news supplement “Jousour”, which aims to improve the relations between the two communities through evidence-based journalism. In this context, UNDP requires the services of a Digital Content and Social Media Consultant to support the LPDC project in adapting its external communications to effectively communicate with different audiences.

2. Scope of work, responsibilities and description of the proposed analytical work

Under the supervision of the LPDC Project Manager and the LPDC Communications Advisor, the consultant will:

  • Manage the LPDC digital and social media channels as well as their strategic growth
  • Edit and optimize content to support the digital communications efforts of LPDC, in particular curating and editing blog pieces, news articles, dashboards with an SEO driven approach
  • Measure LPDC web and social media performance in order to identify actionable insights. Monitor web analytics with an eye to strengthening web content in ways that attract and retain visitor interest and improve user journey on the LPDC website
  • Use working knowledge of SEO to improve traffic generation on the LPDC website
  • With communication objectives in mind work with content editor to maintain an editorial calendar for digital communications
  • Develop and maintain a set of clear KPIs for each key channel and use them to inform tactical and strategic improvements of LPDC communication impact
  • Propose new storytelling formats and media to carve new qualified audiences and expand the LPDC reach
  • Create digital and print marketing tools including dynamic emails, websites, blog posts, images and videos that enhance marketing efforts
  • Enforce brand tone and voice guidelines for all digital content and copy.
  • Collaborate with video, photo and social media colleagues to package multimedia content effectively and compellingly

Duties and Responsibilities

  • Fluency in English and Arabic are required

Required Skills and Experience

I- Academic qualifications:

  • Bachelor’s degree in journalism, communications, digital marketing, social science or a closely related field.

II- Experience:

  • At least 5 years of professional experience in the field of communications, journalism or another relevant field
  • Demonstrated track record of planning and management of digital campaigns including digital analytics preferable in a social cause-related role is required (At least 1 digital campaign)
  • Good knowledge/professional experience with SEO, and tactics to drive traffic organically (At least 2 years of experience)
  • Proven ability to write and optimize copy for digital which drives action and traffic is required (please provide writing samples)
  • Experience in email marketing is preferred
  • Understanding of international development, refugee situation and/or other relevant issues is a significant advantage
  • Working knowledge of content management systems and other tools for online publishing and distribution of content is an advantage, but not required
