Organizational Setting

FAO has partnered with the Kyrgyz Republic since the country joined the Organization in 1993. A country office was opened in 2009. Since July 2020 the FAO Representation is managed by Mr. Adnan Quereshi – FAO Representative in the Kyrgyz Republic.

FAO assistance spans the agriculture sector, including crop, livestock and fisheries projects, support to sustainable land and forest management in the face of climate change, and disaster risk management.

FAO’s assistance in Kyrgyzstan is shaped by the 2018-2022 FAO Country Programming Framework (CPF), which is centered on three priority areas: • Priority 1: Coherent and gender-sensitive agricultural, food security and nutrition, social protection and rural development policies and programmes. • Priority 2: Reducing rural poverty through smallholder support. • Priority 3: Sustainable natural resource management, and resilience to climate change and disasters.

Reporting Lines

Under the overall supervision of the FAO Representative and Assistant FAO Representative in the Country Office National Operations Officer will undertake the following tasks:

Technical Focus Programme administration and financial management, including accounting and personnel administration.

Tasks and responsibilities

• Provides support in the areas of administration, finance and budgetary control. • Maintain all financial records and monitoring systems of the office and assists with monitoring of various accounts; supervises and/or maintains impress accounts; ensures that operational expenditures are in accordance with approved budgets and that all committing documents are complete and consistent; and reports variations from budgets • Supervise the administrative team. • Assist with organizing and/or retrieving, entering, selecting and analyzing data from a wide variety of sources, including FAO’s corporate systems. • Prepare financial and administrative correspondence for the office, including the processing of payments in accordance established rules; maintains a filing system; and ensures that an appropriate paper trail with key documentation is archived. • Assist with the preparation of recurring reports on programme, project and office accounts; provides support in the preparation of reports for budget planning, audits and other related requests; and liaises with local banks and financial institutions. • Monitor the receipt of Government contributions and ensures that all procurement and custom clearances for programmes, projects and the office are properly requested and obtained. • Acts as a focal point for all matters related to the daily operation of the field project(s) assigned • Manage the project budget and prepares revisions as required • Coordinate actions concerning the timely completion/closure of field projects, including identification of project follow-up requirements • Ensure the compliance with the Organization’s security guidelines (Minimum Operational Security Standards – MOSS). • Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff. • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• MBA or equivalent qualification in accounting and finance for international standard. • Broad experience of budgeting, accounting and reporting procedures of the International Organization (preferably UN). • Hands-on experience of setting up and running a project financial management and accounting information system in accordance with best international practice. • Excellent knowledge of English and Russian

• National of the Kyrgyz Republic or resident in the country with a regular work permit.

Technical/Functional Skills • Effective and efficient provision of finance and operational support to the programme and project activities of the FAO Representation. • Complete, practice-based command of double-entry bookkeeping. • Ability to present financial information in a clear, concise manner and in formats suitable for non-specialists. • Experience in training staff of local counterparts and subcontractors in disbursement procedures and in accounting theory and practice. • Computer literate; familiarity with Windows-based programs such as Word and Excel, PowerPoint, Accounting Program and other MIS. • Ability to exercise a high level of judgment, personal initiative, tact and discretion ant to communicate effectively with people at all levels and to collaboratively work as a member of a team.
