Organizational Setting

The FAO Representation in Myanmar supports the Government in all aspects of agriculture development including ensuring that the country has the capacity to reduce the risks of, is well prepared for and effectively responds to food and agriculture threats and crises. FAO works on building resilient agriculture and food systems, ensures humanitarian policy coordination and liaises with humanitarian partners, co-leads Food Security Sector (FFS) with WFP, supports Food Security assessments and early warning activities. In line with FAO’s strategic objective to increase resilience of livelihoods to food and agriculture threats and crises (SO5), FAO Myanmar is implementing a number of projects in response to the recent crises in various States and Regions of Myanmar.

Reporting Lines

Under the overall supervision of the FAO Representative in Myanmar, the direct supervision of the Emergency Team Leader and AFAOR Programme, in close consultation with the AFAORs and project teams, the relevant administrative units at FAO RAP and HQs, the incumbent will provide operational support to emergency projects being implemented by FAO Myanmar.

Tasks and responsibilities:

  • Ensure the smooth day-to-day implementation of the ongoing projects, including procurement of good and service, delivery planning, Letter of Agreement etc;
  • Take part in the preparation of project work plans, monitor progress and, when necessary, identify corrective measures to overcome operational constraints;
  • Identify operational, administrative and other constraints which may affect project implementation and propose solutions to improve quality, timeliness, cost-effectiveness;
  • Monitor and review the status of project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints;
  • Support in the assessing the training needs of the project administrative personnel and in the provision of training to strengthen the capacities of finance and administrative staff of the project in Yangon and in the field;
  • Support the timely submission of financial progress reports, the preparation of expenditure forecasts and analysis of budgetary performance. Assist the project personnel by periodically revising the financial status of the project and alert them on impending under/over expenditures;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in economics, finance, accounting, administration, business or other FAO related programme discipline;
  • Five years of relevant experience with national or international organizations in developing countries and/or with emergency operations at field level, including at least five years in the field of administration, finance and accounting
  • Working knowledge of English.
  • Myanmar National.

Preferred Qualifications

  • Extent of relevant experience in administration and financial management including accounting and personnel administration;
  • Familiarity with FAO and UN administrative and financial policies, rules and procedures as well as FAO corporate systems;
  • Extent of familiarity with the field programme of UN or other agencies active in emergency relief and rehabilitation assistance within the food security and agriculture sector;
  • Ability to plan, organize, coordinate and supervise work of others;
  • Demonstrated ability to work in a team, and interpersonal skills;
  • Relevant experience in Myanmar and familiarity with the humanitarian context of the country.
