Result of Service The main objective of the position of the National Operations and Logistics Assistant is to provide administrative and logistical support and ensure operational effectiveness during the planning and implementation of activities to be carried out within the framework of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras, as set out in the Funding Proposal approved by the Green Climate Fund.

The National Operations and Logistics Assistant will contribute to the effective implementation of the project by performing the following tasks:

¿ Support the National Project Coordinator in the timely preparation and submission of project work plans, budgets, procurement plans, and progress reports. ¿ Support the National Project Coordinator and the UNEP National Adaptation Plan Task Manager in developing terms of reference and assisting in the recruitment process of consultant and individual contractors. ¿ Support the National Project Coordinator and the UNEP National Adaptation Plan Task Manager in developing legal agreements to facilitate the project implementation (Project Cooperation Agreements (PCAs), Small-Scale Funding Agreements (SSFA); Financial Authorizations (FA), etc.). ¿ Assist in monitoring progress of project activities and identifying corrective measures to overcome operational constraints. ¿ Assist in reporting project execution and planning, including elaborating financial reports and procurement plans. In addition, assist in the elaboration of Interim Progress Reports (IPRs) to the Green Climate Fund (GCF). ¿ Support in the logistical organization and administration of Project Steering Committee and other relevant meetings, workshops, trainings, consultations, and communications efforts (as necessary). ¿ Prepare support materials such as Power Point presentations, briefing notes, and summary reports for project meetings, workshops, and trainings. ¿ Prepare agendas and arrange appointments and meetings related to the project activities and write minutes from the meetings. ¿ Maintain general office files and databases and keep the information in a manner which allows easy reference and retrieval. ¿ Receive and provide technical inputs, or draft and distribute correspondence on a variety of project related subject matters in both Spanish and English languages, attaching necessary background information, and ensuring that grammar, spelling, and format are correct. ¿ Translate or organize and oversee the translation of project documentation and reports between Spanish and English, as relevant. ¿ Support the Project Financial and administrative Officer based at the UNEP Regional Office for Latin America and the Caribbean in preparing purchase orders, travel plans and other administrative tasks related to the execution of the project. ¿ Assist the Project Management Unit in any other support services as requested, to ensure smooth operation of daily activities and proper management of the unit’s resources.

Work Location Initially home-based, and then at the Project Management Unit in Tegucigalpa, Honduras, when the office is available

Duties and Responsibilities The United Nations Environment Programmer (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global Environment.

UNEP, through its Latin America and the Caribbean Office (LACO) located in Panama City, works closely with the 33 countries of the region - including 16 Small Island Developing States - with a population of about 588 million people, to implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement and the priority actions defined in countries’ Nationally Determined Contributions (NDCs). The office works to serve the needs of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

In terms of supporting countries in the region attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports several initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational level, and strengthening the transparency framework of the countries.

The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensure that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated in the development of its tasks to guarantee equitable development in line with its adaptation objectives. In this context, the Secretariat of State for Energy, Natural Resources, Environment and Mining of Honduras and UNEP have agreed on the implementation of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras, framed within the Readiness program of the Green Climate Fund (GCF). The project is aimed to sustainably build country capacity in identifying, prioritizing, planning and implementing measures that address medium and long-term adaptation needs considering UNFCCC decisions 1/CP.16 and 5/CP.17 and all elements of the UNFCCC Technical Guidelines for National Adaptation Plans (NAPs). The ultimate objective of the project is to reduce the vulnerability of Honduras to the impacts of climate variability and change, by building adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation within all relevant sectors and at different levels, as appropriate. Specifically, the project has the objective to strengthen the country's capacity to integrate adaptation into national and local planning, including the participation of different line ministries, local governments, the private sector, and civil society organizations. The project seeks to achieve its components and objective through: - Strengthening the institutional, legal, policy and planning framework. - Engaging key stakeholders in climate change adaptation planning and implementation. - Producing high-quality and pertinent knowledge. - Building capacity at different levels. In this sense, UNEP ROLAC is looking for a consultant who will work 40 hours per week, from Monday to Friday, full-time initially home-based, and then at the Project Management Unit in Tegucigalpa, Honduras, when the office is available. The incumbent will be supervised by the UNEP Adaptation Programme Officer at the UNEP Latin America and the Caribbean Office.

Qualifications/special skills ACADEMIC:

  • First level university degree (Bachelor’s Degree) in business/public administration, development studies, social sciences, social communication, or any other related field is required Additional three (03) years of relevant professional experience performing administrative and/or logistics tasks in addition with a Bachelor Degree in any subject can be accepted instead of a Bachelor Degree in the above-mentioned areas

PROFESSIONAL:

  • Minimum of 7 years of work experience performing operational and/or logistics and/or administrative tasks is required.
  • Demonstrated work experience in the use of computer tools (Microsoft Windows operating systems) and office automation (Microsoft Office: Word, Excel, PowerPoint), Internet Explorer is an advantage.
  • Demonstrated work experience in the organization and implementation of small to medium size events is an asset.
  • Experience in the preparation of project work plans, budgets, procurement plans, and progress reports is an advantage.
  • Previous experience participating in community development and/or environmental projects is an advantage.
  • Previous experience working with national or local government entities is an advantage.

LANGUAGE: - Fluency Spanish and English is required.

SKILLS:

  • Proficiency in MS Office (MS Word, Excel, and Outlook) software applications. Proficiency in design and layout software packages is an advantage.
  • Ability to communicate complex issues in a language and format that is appropriate to specific target audiences.
  • Ability and willingness to travel to urban and rural regions of the country.
  • Excellent interpersonal communication skills, experienced in stakeholder engagement, and public relations.

    Languages - Fluency Spanish and English is required.
