Organizational Setting

The main aim of the FAO Country offices, which are headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. This position is located in Kampala, Uganda.

Reporting Lines

Under the overall supervision of the FAO Representative in Uganda, the direct supervision of the Operations Officer, and in close coordination with the Operations Specialist as well as technical, operations and administrative personnel, the National Operations Associate will perform the following tasks:

Technical Focus

Support the implementation of FAO Uganda portfolio of projects

Tasks and responsibilities

• Support the Operations team in developing/reviewing new project budgets/proposals in alignment with FAO rules and regulations, inserting necessary information and clearances in FAO’s Field Programme Management Information System (FPMIS); • Assist the Operations team in the overall management of the portfolio, including budget revisions, project closures and other project-related actions in FPMIS ensuring that FAO’s Project Cycle Management guidelines are applied in all phases of project management and in the operational/administrative follow-up of project management actions flagged in FPMIS; • Handle day-to-day operational aspects of projects and programmes in accordance with the project management cycle from initiation phase to operational and financial closure; • According to the approved workplans and procurement plans, supports programme colleagues in ensuring complete submission of Procurement Requests (PRs) in alignment with FAO Uganda Procurement Workflows; • Support Programme teams in drafting, monitoring and amending Agreements under MS507 and MS701 and support the capacities of the Service providers in providing duly certified financial reports with all required supporting documents; • Reviewe Operational Fund Requests (OFRs) against approved templates- and workflows. Whenever needed, provision of feedback to requestors facilitated to ensure alignment to external and FAO internal rules and procedures; • Update and share with FAO Uganda personnel, FAO Uganda internal guidelines and templates for the submission of Office Memorandums for local travel (OMs), Operational Fund Requests (OFRs), Back to Office Reports (BTORs), Travel Expense Claims (TECs), including of related templates and external guidelines (e.g. UN travel guidelines), Purchase Requisitions (PRs), etc.; • Regularly review the transaction listing to identify outstanding commitments and follows-up with the relevant units for closure; • Take corrective measures to overcome operational constraints, including reconciliation of expenditures, balances, payments and other data for day-to-day transactions and reports; • Assist in ensuring that timely action is taken by the programme/project teams in all areas of programme/project implementation, including, but not limited to, procurement, human resources, financial and narrative reporting, project opening and closure; • Support and build the capacities of FAO staff in the different operational modalities (Operational partners implementation Modality, cash transfers, beneficiary grants, vouchers, Letters of Agreement, etc.); • In collaboration with the Operations team develop and maintain a database for LoAs, UN to UN Agreements, OPAs and vouchers to help anticipate problems and ensure an effective use of resources; • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in public administration, business administration, economics or a closely related field. • At least two years of relevant experience. • Working knowledge of English. • National of Uganda.
