Purpose of Activity/Assignment: Goal and Objective: Under the overall guidance of the Chief Planning, Monitoring Evaluation and Reporting of UNICEF South Sudan, the consultant will support the PMER section to set-up quality programme monitoring systems/tools and data analysis to guide management decisions and adaptive programming.

The Country Office started operationalization of the new Country Programme 2023-2025, in line with the UNSDCF 2023-2025 and the Government’s National Development Strategy. With the restructuring of the office in late 2022 to have an agile and fit-for-purpose staff structure, the SPPME section was split to form the Social Policy section and the PMER section, both under the leadership of the Deputy Representative Programme. The PMER section supports the Deputy Representative’s office in coordinating and managing the country office programme design and planning, implementation, monitoring, evaluations, budget management, implementing partnerships management, donor relations & resource mobilization and cooperate and donor reporting accountabilities.

To ensure adaptive programming to reap the maximum results of implementation of the Country Programme, rigorous programme monitoring and follow up of recommendations is needed, to which the PMER section is to provide the necessary systems/tools, guidance and support to the Deputy Representative and programme sections. To be able to provide this crucial support, adequate capacity (in terms of human resource and skills set) is needed in the section, which however, does not have a staff for the monitoring function.

The purpose of the consultancy is therefore to provide specialized support for programme monitoring and data analysis, including information management to assist Programme Sections and Field Offices with field monitoring, end- user supply monitoring, feedback mechanisms, data analysis and reporting, as well as capacity building of staff. This will be done in close collaboration with the IPM/HACT 1team and the Supply & Logistics team. The consultancy also aims to strengthen the current capacity to further improve data analysis, monitoring, reporting, data collection, tools development and visualizations (e.g. infographics) for informed planning and effective decision-making.

Main Duties and Responsibilities: • Develop an annual monitoring plan for Programmatic Visits (to be updated quarterly). • Operationalize the SSCO monitoring framework, develop an action plan with detail of activities through the monitoring cycle. • Strengthen the uptake and effective use of the Field Monitoring Module, working in collaboration with programme sections and field offices. • Strengthen the capacity of Field Office staff and Programme Sections staff in monitoring, report writing and information management (through training sessions). • Provide technical advice and support to Programme Sections, Field Offices and Operations (Supply & Logistics team) regarding data collection and analysis for end user monitoring. • Support data collection and field visits in collaboration with programme teams. • Support with the development of infographics and conduct qualitative analysis on programmatic visits, action points, programmatic visit reports monthly to inform the Programme Management Team (PMT) and CMT.

• Support the implementation of a Data Quality Assessment to examine the strengths and weaknesses of data reported for outcome and output level indicators. • Support set-up of RAM planning and reporting of programme indicators including Core Standard Indicators (CSIs), RAM standard and additional indicators. • Support the conduct of the Country office Mid-year and Annual review. • Scope of Work: • Under the supervision of the Chief PMER, the consultant will provide specialized support to UNICEF South Sudan in programme monitoring and data analysis, including information management to assist Programme Sections and Field Offices with field monitoring, end-user supply monitoring, feedback mechanisms, data analysis and reporting. This will be done in close collaboration with the IPM/HACT team and the Supply & Logistics team. The consultancy will also work to strengthen the current capacity to further improve data analysis, monitoring, reporting, data collection, tools development and visualizations for informed planning and effective decision- making.

Deliverables

Develop an annual monitoring plan for Programmatic Visits (to be updated quarterly). Country Office field monitoring plan developed in consultation with HACT, programme sections and field offices, and updated quarterly and ad-hoc when needed. April-September 2024

Operationalize the SSCO monitoring framework, develop an action plan with details of activities through the monitoring cycle. Action plan developed with coherent activities and timelines April 2024

Strengthen the uptake and effective use of the Field Monitoring Module, working in collaboration with programme sections and field offices. FMM is utilised by all programme sections and field offices, through the customization of questionnaires and training of staff. July-September 2024

Support the refining of monitoring tools and short surveys, including converting questionnaires into electronic format, managing electronic data collection tools and analysing data collected through FMM.Monitoring tools are up to date and serve data needs of programme sections and field offices and data from FMM is analysed and disseminated on a quarterly basis. July-September 2024

Strengthen the capacity of Field Office staff and Programme Sections staff in monitoring, report writing and information management. Capacity assessment and training plan developed. Training sessions conducted for Field Offices and Programme staff on monitoring, reporting and information management. April-December 2024

Provide technical advice and support to Programme Sections, Field Offices and Operations (Supply & Logistics team) regarding data collection and analysis for end user monitoring. End user monitoring tool is updated, tested, adopted and utilised. June-December 2024

Support data collection and field visits in collaboration with programme teams. At least 3 field visits conducted, and lessons documented from administration of monitoring tool. Plans in place to improve monitoring procedures. April-June 2024

Support with the development of infographics and conduct qualitative analysis on programmatic visits, action points, programmatic visit reports monthly to inform the Programme Management Team (PMT) and CMT. Analysis on PVs, action points presented visually on a monthly basis. April 2024-March 2025

Support the implementation of a Data Quality Assessment to examine the strengths and weaknesses of data reported for outcome and output level indicators. Data Quality Assessment implemented, and findings and recommendations provided on ways to strengthen data quality. September-December 2024

Support set-up of RAM planning and reporting of programme indicators including Core Standard Indicators (CSIs), RAM standard and additional indicators. RAM planning phase completed including CSIs, standard and additional indicators reported on mid-year and end year. April 2024-March 2025

Support the conduct of the Country office Mid-year and Annual review. Guidance and tools developed, and reports completed. April June 2024.

Qualification

Education/Knowledge/Expertise/Skills required:

• First university degree in social sciences, statistics, project management or another relevant technical field. • A minimum of two years of professional experience in planning, monitoring and data analysis is required. • Proficiency in various MS Office applications and data collection and analysis tools. • Strong planning and organizational skills. • Relevant experience working for a UN agency is considered an asset. • Excellent verbal and writing skills in English.
