Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Monitoring and Evaluation Specialist shall operate under the overall guidance and responsibility of the FAO Regional Representative for Europe and Central Asia (REU) and the functional and administrative guidance of the Assistant FAO Representative in Georgia, direct supervision of GCP/GEO/021/MUL project Technical Advisor, in close collaboration with the FAO international and national project staff.

Technical Focus

Provide technical expertise for the appropriate planning, development and implementation of the FAO project and timely delivery of the project outputs.

Tasks and responsibilities

• Finalize the Project Monitoring and Evaluation framework on basis of the LFM. • Elaborate the project evaluation approach and coordinate evaluation activities with the project stakeholder managers. • Support M&E activities related to the project results on monthly basis. • Implement the monitoring and evaluation data gathering actions in accordance with the Project Communication /Awareness Raising Strategy and the Project Monitoring and Evaluation framework. • Perform other related functions as required, including organization of data collection and entry, data quality review and data analysis.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• A university degree in development studies, economics, social sciences or a related field. • At least 2 years’ relevant professional experience in international cooperation development projects, preferably agricultural and rural development projects. • Working knowledge of English and Georgian languages (level C). • National or resident of Georgia with work permit.

Technical/Functional Skills

• Ability to communicate effectively with public officials, including high-level staff and international donors. • Computer literacy with spreadsheets, databases and electronic programmes is required. • Excellent communication (both written and oral) and presentation and reporting skills.

Selection Criteria

• Extent and diversity of experience related to the above requirements. • Specialization in M&E and project planning. • Practical experience in the monitoring and evaluation of projects, including the implementation of M&E systems, including those of EU.
