Organizational Setting

The second readiness proposal aims at developing a comprehensive Monitoring and Evaluation (M&E) System for all Climate Change projects implemented in the country, and particularly those financed by the GCF. Additionally, the work under this component will aim at centralizing and analyzing information related to the support received by the country for climate action. This information will be compiled in a public database that will provide the UNFCCC the required information on support (finance, capacity development and technologies) for the Biennial Transparency Reports starting in 2024.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR), the technical supervision of the Lead Technical Officer (LTO) of the project, the National Project Coordinator and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) – Committee on Environmental Protection under the Government of Tajikistan and in close liaison with FAO Tajikistan personnel.

Technical Focus

The National Monitoring and Evaluation Consultant will be responsible for supporting the implementation of component 1 of the readiness project targeting for activities related to M&E in the framework of project GCP/TAJ/015/GCR “Support the Republic of Tajikistan to strengthen its capacities for monitoring and evaluation of climate finance, identifying potential Direct Access Entities and engaging the private sector on climate change related investments with the Green Climate Fund” .

Tasks and responsibilities

Particularly, the consultant will perform the following concrete tasks:

  • In coordination with the International Consultant (IC) on M&E to assess the current national policy, institutional set-up and regulatory frameworks to identify gaps for embedding domestic M&E system;
  • With the methodological guidance of the IC on M&E to develop monitoring framework for all climate change projects, including GCF investments under implementation or in pipeline in Tajikistan (qualitative and quantitative impact indicators,; data processing and control model), propose the governance structure for the M&E system;
  • Establish the GHG emissions monitoring framework within Tajikistan’s ETF under the guidance on the IC on M&E;
  • In collaboration with the IC on M&E provide inputs to overall structure of the NDA database to track and monitor climate change related projects (to be developed by an IT specialist);
  • To provide inputs in the process of updating existing Eco-monitoring system within the Committee for Environmental Protection (CEP);
  • Contribute in the strengthening capacities of the CEP and the National Statistics Committee and 8 agroecological zones for the annual report to be produced with inputs from the 8 Agro-ecological zones;
  • Carry out any other tasks relevant to this assignment as requested by the direct supervisor, LTO and/or FAOR.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Associate degree(s) and/or University degree(s) in Statistics, Economics, Monitoring and Evaluation and related fields;
  • A minimum of 3 years of relevant work experience in field of Monitoring and Evaluation;
  • Excellent oral and written communication skills in English are required.
  • National of Tajikistan or resident in the country with a regular work permit.

    Technical/Functional Skills

  • Proven working experience in the regions on climate change mitigation and adaptation, in particular with regards to the GCF procedures and/or other climate finance instruments is highly desirable;

  • Knowledge and experience on gender issues and Environmental and Social Safeguards Systems;
  • Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint) and any statistical tools;
  • Knowledge of Russian and Tajik is an advantage.
