Organizational Setting

FAO's office for Iraq is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities in Iraq. It develops and maintains relations with the relevant Ministries at country level. This position is based in the FAO office in Basra, Iraq. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Under the overall guidance of the FAO Representative (FAOR) and the direct supervision by the FAO International Monitoring and Evaluation Officer.

Tasks and responsibilities

  • Conduct beneficiary verification, progress monitoring (including post-distribution monitoring), baseline/midline/endline surveys and assessments of projects implemented in the South including EU and GEF funded projects;
  • Design data collection tools and questionnaires in Kobo and train enumerators on its use, as well as oversee data collection process and suggest corrective actions if shortcomings revealed;
  • Collect data, review, clean, analyse and prepare summary reports;
  • Conduct regular field monitoring visits to ascertain the progress of activities, including EU and GEF funded project, as well as capturing main issues raised by beneficiaries and make relevant recommendations to assist in smooth projects’ implementation;
  • Prepare and review monitoring reports and visual products (e.g. dashboards) using standard templates;
  • Support the implementation of “Sustainable Land Management for Improved Livelihoods in Degraded Areas of Iraq” (GCP/IRQ/003/GFF) project components related to the establishment of monitoring and knowledge management platform, which envisages building capacities and capturing lessons, informing decision-making, and inventorying improved practices generated through Component 2 and 3 of the project and disseminating on social media and web-based platforms;
  • Ensure smooth implementation of FAO Iraq Beneficiaries Feedback Mechanism (BFM), specifically:
    • Respond to incoming calls;
    • Complete call record and date entry in the database;
    • Demonstrate a high level of confidentiality and sound judgement;
    • Maintain database files;
    • Report cases to assigned staff members;
    • Keep track on the progress of actions required for reporting purposes;
    • Collect reports on beneficiaries’ feedback and complaint from FAO hubs on monthly basis;
    • Compile quarterly progress status reports on feedbacks and complaints received and issues addressed.
    • Ensure the dissemination of BFM flyers to beneficiaries and stakeholders through projects.
  • Perform any other related duties as assigned by the supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Education: Bachelor’s degree in Development Studies, Social Science, Agriculture, Economics or closely related fields.
  • Experience: At least three years of experience in monitoring and evaluation, field assessments, analytical works and reporting.
  • Language: Working knowledge of English and Arabic languages.
  • Iraqi national.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Experience with an UN agency, international NGO or donor agencies highly desirable.
  • Computer literacy in Microsoft Word, Excel, Email/Internet, PowerPoint, is essential.
  • Experience in using Kobo and/or other mobile data collection tools is highly desirable.
  • Extent and relevance of experience in designing, planning, and conducting monitoring and evaluation;
  • Good communication, writing and presentation skills in English and Arabic;
  • Good computer skills, including quantitative analysis, use of Excel;
  • Ability to work within a team of professional staff from diverse technical and cultural backgrounds;
  • Ability to plan and meet deadlines;
  • Teamwork spirit, ability to work under minimum supervision, flexibility;
  • Demonstrated capacity to plan, advise and guide planning processes on monitoring and evaluation related issues;
  • Demonstrated ability to implement a variety of analytical methodologies and techniques;
  • Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies.
