Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The National MIS Specialist will be under the overall guidance of the FAO Representative in the Philippines ad interim, the direct supervision of the Assistant FAO Representative for Programme, and day to day guidance of the Socio-economic and DRR, CCA and ENR/Forestry (SEFDC) Team Leader.

Technical Focus

The Philippine government signed into law Republic Act (RA) 11203 “An Act Liberalizing the Importation, Exportation and Trading of Rice, Lifting for the Purpose the Quantitative Import Restrictions on Rice and for Other Purposes”, otherwise known as the Rice Liberalization Act (RLA), on 14 February 2019. The Department of Agriculture (DA) plays critical roles in the successful and timely implementation of RA 11203. These include, among others, the management and oversight of the Rice Competitiveness Enhancement Fund (RCEF) wherein DA has been tasked to chair the RCEF Program Steering Committee (PSC) which will oversee and provide policy directions on the integrated implementation of the programs in accordance with the Philippine Rice Industry Roadmap (PRIR). In order to ensure that the RCEF will meet its objective and the related programs are carried out efficiently, a results-based monitoring and evaluation system should be set-up. In view of this, the Rice Fund Impact Monitoring System will be developed to allow the RCEF PSC and other relevant stakeholders to establish a framework that will enable efficient delivery of involved agencies and to determine the progress of accomplishment at a given point in time.

Tasks and responsibilities

The National MIS Specialist will undertake the following tasks:

  1. Develop an integrated data management information system (MIS) with the Department of Agriculture and other implementing agencies of the Rice Competitiveness Enhancement Fund (RCEF);
  2. Review and ensure the interoperability of the MIS with the MIS of the National Rice Program and relevant existing M&E systems of the implementing agencies;
  3. Review existing monitoring forms and ensure the systematic disaggregation of data as well as recommend ways to simplify and harmonize forms;
  4. Conduct consultation meetings on data management system to ensure compliance of each RCEF component and that all data collected will be submitted to a central and integrated database;
  5. Pilot test the integrated data MIS developed;
  6. Conduct consultations with various stakeholders to collect qualitative data on relevance and appropriateness, implementation and coherence, as well as the effectiveness and sustainability of RCEF;
  7. Develop manual/user guide for the implementation of the integrated data MIS;
  8. Conduct User Acceptance Testing (UAT) to all users of the MIS;
  9. Assist the National Specialist on Monitoring and Evaluation as well as the International Expert on Community-Based Impact Evaluation (CBIE) in the conduct of research, data gathering, and report preparation, which will serve as reference information in the establishment of the RCEF Impact Monitoring System;
  10. Support the organization, coordination, process documentation; and conduct of presentations and consultation meetings, including among other Department of Agriculture (DA), Philippine Center for Postharvest Development and Mechanization (PhilMech), Philippine Rice Research Institute (PhilRice), Land Bank of the Philippines (LBP), Development Bank of the Philippines (DBP), Agricultural Training Institute (ATI), Technical Education and Skills Development Authority (TESDA), National Economic and Development Authority (NEDA), Department of Budget and Management (DBM), Department of Finance (DOF), on the establishment of the Rice Fund Impact Monitoring System;
  11. Support the preparation of project reports, relevant briefers, highlights of meeting; and other project-related documents;
  12. Assist in the training on the implementation of the Results-based Monitoring System;
  13. Coordinate and liaise with government counterparts, and other implementing partners; and
  14. Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • The candidate must have a university degree in information technology or other related field
  • With at least 5 years’ experience in the development of management information systems
  • National of the Philippines
