Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is implementing an EU-funded project “Inclusive, competitive and sustainable value chain development in agriculture, fisheries and forestry”, a 4-year, multi-sectoral, multidisciplinary develop- ment project that seeks to make agriculture, forestry and fisheries more productive and more sustainable; reduce rural poverty; and enable more inclusive and efficient agricultural and food systems.

The Project is implemented through 4 components focusing on (1) improving the policy environment; data, research and monitor- ing; and governance systems in fisheries and aquaculture sectors; (2) strengthening the enabling environment for the forestry sector to help secure the long-term sustainability of forest management and to improve evidence-based policymaking in the sector; and (3) strengthening select food value chains through improved access to finance, inputs and services to support integration of smallholder farmers into sustainable value chains, and (4) emergency response to the needs of the affected population. The Project is implemented in Zakarapattia Ivano-Frankivsk and Lviv Oblasts, subject to possible further geographic coverage in the course of implementation.

Component 3 is underpinned by two types of grants: Production Support Grants and Investment Support Grants, that will provide assistance to small farmers and value chain actors. The grants instruments are based on Standard Operational Procedures (SOPs), that outline the operational modalities, procedural aspects, and eligibility requirements for the grant scheme. FAO Ukraine is in the process of establishing Management Information System (MIS) for beneficiary registration, data analysis and distribution of assistance to beneficiaries.

Reporting Lines

The MIS Administrator will work under the overall supervision of the Head of the FAO Ukraine Country Office and direct supervision by Project Team Leader, and under the technical supervision by CSI IT Officer.

Technical Focus

The National MIS Administrator will be responsible for managing and administrating the MIS for beneficiary data and other related systems as may be required. The National MIS Administrator will furthermore identify gaps, weaknesses and other development needs relating to the MIS for beneficiary data and propose development solutions.

Tasks and responsibilities

The National MIS Administrator will be responsible for the following tasks:

    • Work with teams located in FAO Ukraine, the Regional Office for Europe and Central Asia and Headquarters to facilitate the deployment of MIS tools in Ukraine;
    • Configure system workflows in coordination with project implementation and other FAO Ukraine teams,
    • Resolve bugs occurring within these systems, plus associated mobile / public-facing applications;
    • Establish and manage systems for providing technical support to external users, including beneficiaries and other stakeholders (e.g. implementing partners, local authorities, resource partners etc);
    • Provide technical support to FAO Ukraine staff and partners as they utilize the system and associated applications;
    • Manage relationships with MIS providers (e.g. commercial or public sector entities), particularly as they relate to hosting, configuration, bug-fixing and technical support.
    • Extract processed data in various formats to present to relevant internal and external stakeholders;
    • Conduct trainings for internal and external stakeholders on use of the MIS for beneficiary data and other related systems as necessary;
    • Prepare documents, presentations and videos to complement trainings and support on-boarding of new system users, both internal and external;
    • Update system documentation for various system modules as new features are added;
    • Perform any other duty as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in database management, software engineering, computer science or related fields. Experience in application development is desirable.
  • A minimum of five (5) years’ experience in building and/or managing scalable applications.
  • Professional proficiency in English is mandatory
  • National of Ukraine or resident with a regular work permit.

Technical/Functional Skills

  • Extent and relevance of experience and knowledge in: i) writing of well-designed and documented codes, ii) relational databases; iii) identifying, tuning and eliminating performance bottlenecks; iv) setting up and managing cloud technologies; v) handling and integrating multiple disparate technologies; vi) optimization and analytics tools.
  • Extent and relevance of experience and knowledge in managing complex datasets, including both protected Personal Identifiable Information and anonymized technical data.
  • Extent and relevance of experience and knowledge in designing management workflows and configuring these workflows in MIS systems.
  • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange, etc.), accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.
  • Experience working in an environment involving provision of remote technical assistance.
  • Coordination skills (communication) and ability to technically support on IT needs across different thematic areas.
  • Professional work experience in mobile integrations and application development is an advantage.
  • Extent and relevance of experience with international or multi-lateral organizations, preferably with FAO or a United Nations entity, and/or with government is an added advantage.
  • Demonstrated ability to work in a multicultural team, and interpersonal skills.
  • Demonstrated ability to work under pressure and meet deadlines.
  • Writing and communication skills.
