Purpose of Activity/Assignment:

Under the supervision of the Health & Nutrition Officer and close coordination with the ministry of health Libya, National Consultant will provide technical support including development of policies, strategies, and guidelines for the implementation of the oxygen generation roadmap in Libya. Consultant will also provide technical support in building capacity of health ministry personnel involved in operation and maintenance of oxygen generation equipment in the country.

Scope of Work:

The main activities of this consultancy will be divided in:

1) Conduct Rapid Oxygen Assessment. Conduct a rapid Oxygen ecosystem assessment using the UNICEF- Oxygen System Planning Tool (OSPT) for eligible primary health care Centres and 79 governmental hospitals and compliment it with a gap analysis for Maternity, Newborn and child health services.

2) Develop and operationalize implementation strategy for the national oxygen therapy road map including oxygen sourcing. • Based on the oxygen source recommendations in the roadmap, identify the planned oxygen sources. • Plan the implementation of oxygen sourcing. • For oxygen sources that have identified funding, provide technical support to deliver the oxygen source (e.g., procurement and installation of PSA or LTA for liquid oxygen…). • Plan for distribution of oxygen throughout the catchment include procurement requests, cylinder filling, transport, and payment plans. • Develop oxygen monitoring tools (output and process indicators/registry tools/ supervisory tools). • Provide technical support to the MoH on any identified bottlenecks in the road map implementation.

  • Bachelor’s Degree in Biomedical Engineering, Medicine, Public Health or any other related medical fields.
  • Minimum of 5 years of progressively professional working experience relevant to the consultancy is required.
  • Prior experience of working with the Ministry of Health is highly desirable.
  • Good understanding and knowledge of the health programming in Libya.
  • Excellent coordination skills with proven ability to work with Ministry of Health.
  • Proficiency in Arabic and working knowledge of English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
