Following the political shift in Afghanistan in August 2021, the Afghanistan Education Development Partners Group (Ed-DPG) and the Education Cluster facilitated the development of the Afghanistan Education Sector Transitional Framework (AESTF) to foster a clear operational framework to guide education programming and funding decisions for a transitional period of two years until December 2023. In February 2022, Global Partnership for Education acknowledged that the fragile and conflict-affected states principles were invoked. Taking cognizance of the ever-evolving context in Afghanistan and the absence of a recognized government, the SCG specifically supports capacity strengthening to the sector situation analysis with gender and equity lenses, educational planning review, sector coordination, and monitoring and evaluation of the AESTF. UNESCO is seeking to hire a national M&E officer to oversee the M&E roles of the project in collaboration with the implementing partners and donors. Long Description ---------------- **Main duties and responsibilities:** Under the overall supervision of the Head of Education and direct supervision of SCG project manager UNESCO Office in Kabul, The National M&E Officer will be responsible for supporting the preparation and leading in the execution of the project Monitoring and Evaluation Plan including the log frame, Indicator Progress Tracking Table (IPTT) Detailed Implementation Plan (DIP). Long Description ---------------- - Leading in the planning and execution of joint monitoring initiatives including all M&E related interventions in liaison with sub national coordinators, outreach officer gender officer and coordination assistant. - Drafting and developing all data collection and monitoring tools as required. - Supporting regional coordinators in using the developed tools and monitoring of the project interventions at subnational level. - Leading in project data analysis and providing recommendation to project team lead to inform decision making. - Contributing to the periodic UNESCO, GPE, UN and other related Humanitarian and Basic Human Needs related platforms. - Supporting Education unit in preparation of a programme unified data base for ease reporting.
