How can you make a difference?

Under the direct supervision of the Deputy Representative Operations and in close collaboration with the UNICEF supply division and Emergency Specialist, ensures appropriate and timely logistics services in Tajikistan. Advises on all matters within logistics. Works closely with supply and programme colleagues in defining logistics interventions to meet programmatic needs.

Main responsibilities and tasks:

  • Implements appropriate logistics systems including warehousing and in-country transport capacity, including contracting for e.g. Storage, transport, and distribution of supplies. Use key performance indicators to track the performance of service providers.
  • Checks on funds availability for warehousing, and distribution of supplies.
  • Applies appropriate processes and systems to ensure the efficiency of the logistics operations (e.g. transport requests, warehousing, receipt, and dispatch of goods), updated Vision regularly.
  • Undertakes appropriate planning, implementation, monitoring, and evaluation of logistics operations. Maintains logistics plans and delivery plans further to supply availability plans. Coordinates shipment planning with zone offices.
  • Communicates delivery schedules to programme for confirmation.
  • Raises logistics bottlenecks and proposes solutions to the supervisor for prioritization.
  • Coordinates with logistics cluster as might be required.
  • Develops reports on receipt and dispatches.
  • Any other duty as might be required by the supervisor.

To qualify as an advocate for every child you will have…

  • University degree in the following areas is preferred: Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or UNICEF program areas. Master's degree and/or credited courses or certifications from relevant professional bodies in supply chain management, procurement, contracting or logistics will be as an additional advantage.
  • Minimum 2 years of progressively responsible professional work experience at the national and international levels in logistics management. Experience with the humanitarian sector and emergencies is a strong advantage.
  • Ability to persuade and influence, negotiate to obtain agreement, promote ideas.
  • Ability to network and establish good relations with staff, partners and government.
  • Strong overall knowledge and understanding of UNICEF programmes, financial and legal aspects of supply chain issues, ethics, and risk management of supply chain operations.
  • Solid understanding of logistics including transport and warehouse management.
  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.
  • Good analytical, facilitation, communication, and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact, and diplomacy.
  • Fluency (verbal and written) in English and Tajik is required. Fluency in Russian will be an additional asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
